ONDC: Empowering Small Businesses in India’s Digital Marketplace
The Open Network for Digital Commerce (ONDC) is transforming the e-commerce landscape in India by creating an open ecosystem that allows sellers to connect with customers across various platforms. Unlike traditional e-commerce platforms that often restrict sellers through specific terms and conditions, ONDC aims to level the digital playing field for small businesses, local traders, and micro, small, and medium enterprises (MSMEs). Its framework is designed to foster fair, transparent, and non-discriminatory discovery among sellers by utilizing open protocols that enhance visibility for all participants, irrespective of their size or digital proficiency.
At the heart of ONDC’s operations are seller-side applications that make comprehensive catalogs accessible to various buyer-side applications. This enables a wide range of consumers to discover products and services easily. Moreover, buyer-side applications are required to disclose key parameters that influence search result rankings, empowering sellers to comprehend and enhance their standing within the marketplace. By adopting common open specifications, ONDC promotes transparency and mitigates biased listing practices.
Supporting Digital Transition for Small Enterprises
In alignment with the ONDC initiative, the Ministry of MSME is actively promoting the Trade Enablement and Marketing (TEAM) scheme to facilitate the digital transition of small sellers, including Self Help Groups (SHGs), Farmer Producer Organizations (FPOs), artisans, rural entrepreneurs, and local retailers. A highlight of this program is a specific focus on inclusivity, with a target of ensuring that 50% of beneficiaries are women-led SMEs. The scheme offers support in various areas, including digital literacy, awareness, cataloging, and onboarding.
Growing Presence and Impact
As of December 9, 2025, the ONDC has successfully onboarded over 116,000 retail sellers from more than 630 cities and towns across India. This expansive network significantly lowers entry barriers for small and micro businesses by enabling interoperability among multiple buyer and seller applications. Consequently, increased competition in digital commerce is promoted, leading to enhanced price transparency for consumers. With a diverse array of sellers participating in the ONDC, consumers are presented with a broader selection of products and services, fostering informed and competitive purchasing decisions. This initiative not only benefits sellers by expanding their market reach but also enriches the consumer experience through more varied options.
