New Leadership Programme DAKSH Launches for CPSE Executives
The DAKSH (Development of Aspiration, Knowledge, Succession and Harmony) leadership programme for senior executives of Central Public Sector Enterprises (CPSEs) kicked off today at the SCOPE Convention Centre in New Delhi. This initiative, a collaboration between the Capacity Building Commission (CBC) and the Standing Conference of Public Enterprises (SCOPE), is part of the broader Mission Karmayogi framework aimed at enhancing leadership skills and efficiency in the public sector.
Inaugural Event Welcomes Key Dignitaries
The inaugural session was graced by several high-ranking officials from the Government of India and the public sector. Notable attendees included Dr. P. K. Mishra, Principal Secretary to the Prime Minister, and Smt. S. Radha Chauhan, Chairperson of the Capacity Building Commission. Other prominent figures included Shri K. Moses Chalai, Secretary of the Department of Public Enterprises, and Smt. Rachna Shah, Secretary of the Department of Personnel and Training.
Shaping Future Leaders
In his welcoming remarks, Shri Atul Sobti, Director General of SCOPE, emphasized that the DAKSH programme aims to foster self-reflection and transformation among participants. He indicated it provides a valuable opportunity for emerging leaders to develop strategic insights and gain international exposure.
Smt. Alka Mittal, a member of the Capacity Building Commission, elaborated on the programme’s structure, describing it as a 12-month transformative journey that integrates digital learning, classroom sessions at leading institutions, executive coaching, hands-on projects, and global learning experiences. The inaugural batch included 73 senior officials, while the new cohort features 72 participants from various sectors such as energy, space, defense, and manufacturing.
Enhancing CPSEs’ Role in India’s Development
Dr. P. K. Mishra reflected on the historic significance of CPSEs in shaping India’s industrial footprint, particularly in the post-independence era. He noted that these enterprises were instrumental in laying the groundwork for economic stability and national self-sufficiency. However, he acknowledged that globalization and technological advancements demand a shift in how CPSEs operate, urging them to embrace agility and efficiency to keep pace with evolving expectations.
He reiterated the need for CPSEs to adapt as India integrates deeper into the global economy. As the nation engages in free trade agreements and fosters strategic partnerships, Dr. Mishra asserted that public sector enterprises should be prepared for robust competition both domestically and abroad.

The Principal Secretary highlighted the importance of technology and innovation in driving CPSEs forward, pointing to India’s notable digital public infrastructure and advancements in sectors like clean energy and banking. He called upon leaders to embrace ongoing learning and develop their strategic thinking to navigate the fast-paced technological landscape.
Shri K. Moses Chalai also commented on the economic contributions of CPSEs, stressing that cultivating future-ready leadership is critical as the nation undergoes significant transitions. The DAKSH programme has been uniquely designed to equip senior executives with the necessary skills to effectively meet national challenges and seize opportunities.
