New Digital Intelligence Platform Tackles Cyber Fraud in India

In a significant move to combat cyber and telecom fraud, Union Minister of Communications and Development of the Northeastern Region, Shri Jyotiraditya Scindia, recently updated Parliament on the effectiveness of the Digital Intelligence Platform (DIP). This innovative platform is credited with reducing incidents of fraud related to telecommunications as part of ongoing efforts to enhance digital security in the country.

The Department of Telecommunications (DoT) has developed DIP as a secure online space for two-way information sharing among stakeholders to prevent the misuse of telecom resources. Since its launch, over 1,200 organizations, including key security agencies, police departments across 36 states and union territories, the Indian Cyber Crime Coordination Centre (I4C), banks, UPI service providers, and Telecom Service Providers (TSPs), have joined the platform.

Key Achievements of DIP

DIP allows stakeholders to report mobile numbers suspected of engaging in cybercrime and financial fraud to the DoT. The information provided is analyzed, leading to notable outcomes:

1. ASTR: This artificial intelligence and big data analytics tool identifies suspicious mobile connections. Through DIP, TSPs are notified of these numbers, resulting in the disconnection of more than 8.8 million mobile connections following failed re-verification processes.

2. International Incoming Spoofed Calls Prevention System (CIOR): Launched on October 17, 2024, this system effectively identifies and blocks spoofed international calls that appear to originate from Indian mobile numbers. CIOR has successfully blocked 13.5 million suspicious calls in just 24 hours, achieving a remarkable 99% reduction in such frauds.

3. Financial Fraud Risk Indicator (FRI): This metric classifies mobile numbers based on their risk of being linked to financial fraud. Since its introduction in May 2025, the FRI has enabled financial institutions to undertake preventive measures. Thanks to alerts and transaction decline notifications, potential fraud amounting to over ₹1,400 crore has been thwarted.

4. Reporting from Citizens: The platform has also leveraged citizen engagement—39.53 lakh mobile connections have been disconnected following 7.93 lakh reports of suspected fraudulent communication submitted through Sanchar Saathi.

The data analysis conducted by the DoT is shared with stakeholders in the form of a revocation list detailing disconnected mobile numbers, alongside the reasons and dates for these actions. In return, stakeholders contribute their action reports, enhancing the collaborative effort to combat cybercrime.

The concerted efforts driven by the Digital Intelligence Platform underscore a significant stride towards safeguarding digital communications and protecting consumers from potential financial threats.
