New Career Cards Launched for Children with Special Needs
In a significant move toward educational inclusivity, Shri Sanjay Kumar, Secretary of the Department of School Education and Literacy (DoSEL) under the Ministry of Education, unveiled the ‘Career Cards for Children with Special Needs (CwSN)’ at Kartavya Bhawan-2 in New Delhi on March 31, 2026. This initiative marks an essential step in providing equitable access to career guidance for learners across India.
The development of these innovative Career Cards was a collaborative effort involving UNICEF India, the National Council of Educational Research and Training (NCERT), Central Institute of Educational Technology (CIET), Pandit Sunderlal Sharma Central Institute of Vocational Education (PSSCIVE), and various National Institutes for Disabilities within the Department of Empowerment of Persons with Disabilities (DEPwD).
Empowering Every Learner
During the launch, Shri Sanjay Kumar emphasized that this initiative is in alignment with the National Education Policy (NEP) 2020 and the National Curriculum Framework for School Education (NCF-SE) 2023, both designed to empower all students, including those with special needs, to explore diverse educational and career opportunities. He reiterated the vision set by the Union Minister for Education, advocating that as India progresses towards becoming a knowledge-driven and inclusive society, it is imperative that every learner is equipped to contribute meaningfully.
Focus on Early Identification and Teacher Training
The Secretary also highlighted the importance of early identification and intervention for CwSN within the education system. He underscored the need to accelerate the appointment of special educators and to provide targeted training for regular teachers. NCERT is expected to develop specialized training modules in partnership with State Councils of Educational Research and Training (SCERTs) and District Institutes of Education and Training (DIETs).
Preparing for the Future
Shri Kumar pointed out that skill development is a cornerstone of NEP 2020, aiming for all students to acquire at least one core skill by the time they complete Class XII by 2030. PSSCIVE is expected to play a vital role in enhancing inclusive skilling opportunities for CwSN. He stressed that education will be fundamental in transforming lives as the nation aims for a prosperous future by 2047.
On this occasion, Smt. Prachi Pandey, Joint Secretary, shared the progress made by the Department in collaboration with UNICEF and NCERT since the introduction of the original Career Guidance Book featuring 500 Career Cards. She announced that approximately 150 adapted cards specifically designed for CwSN have been launched to reinforce inclusivity within India’s education framework.
Career Cards: A Comprehensive Resource
The Career Cards aim to assist students in making informed choices about their futures by providing insights into various career paths. Each card succinctly outlines roles, responsibilities, necessary qualifications, and potential pathways, allowing students to explore options that align with their interests. These valuable resources are also beneficial for teachers and career counselors in guiding students effectively.
Notably, earlier developments saw NCERT working with UNICEF to create a comprehensive Career Guide with 500 Career Cards, which has now been expanded to include specialized resources for CwSN, including formats accessible in Braille to promote universal accessibility.
