National Consumer Helpline

The National Consumer Helpline (NCH) has emerged as a crucial resource for consumers in India, providing essential support and guidance in resolving grievances. This initiative, spearheaded by the Department of Consumer Affairs, has seen a remarkable increase in its reach and efficiency, with a significant rise in complaint registrations and successful resolutions. The helpline not only assists consumers in navigating their rights but also fosters collaboration between various stakeholders, including companies and regulatory bodies.
Enhancing Consumer Redressal Through Technology
The National Consumer Helpline has significantly improved its operational efficiency by leveraging advanced technology. Since its inception, the helpline has experienced a dramatic increase in call volumes, surging from just over 12,500 calls in December 2015 to an impressive 155,138 calls by December 2024. This surge reflects growing consumer trust in the system, with the helpline currently processing over 100,000 complaints each month. The average monthly complaint registrations have also escalated from 37,062 in 2017 to 170,585 in 2025. Notably, digital channels have become the preferred method for grievance registration, with approximately 65% of complaints being submitted online. The use of WhatsApp for registering grievances has also seen a remarkable increase, rising from 3% in March 2023 to 20% in March 2025.
In July 2025 alone, the helpline successfully resolved 7,256 consumer grievances, facilitating refunds totaling ₹2.72 crore across 27 sectors. The e-commerce sector accounted for the highest number of complaints, with 3,594 cases resulting in refunds of ₹1.34 crore. This demonstrates the helpline’s effectiveness in addressing consumer issues and ensuring timely resolutions.
Collaborative Efforts for Faster Resolutions
The NCH operates under a unique Convergence initiative, where companies voluntarily partner with the helpline to expedite the resolution of customer grievances. This collaboration has proven beneficial, as complaints are forwarded in real-time, and companies are expected to respond within 30 days. The number of convergence partners has grown significantly, from 263 in 2017 to 1,142 by September 2025. This increase highlights the commitment of businesses to resolve consumer issues proactively and amicably.
Participating companies benefit from this partnership by addressing grievances before they escalate into disputes. This approach not only leads to quicker resolutions but also enhances customer satisfaction and loyalty. Furthermore, it promotes strong corporate governance and demonstrates a commitment to social responsibility, fostering a culture of accountability within the business sector.
Empowering Consumers in Education and Beyond
The National Consumer Helpline has also made strides in supporting students facing refund disputes with coaching centers. As of February 2025, the helpline secured refunds totaling ₹1.56 crore for over 600 students enrolled in various courses, including Civil Services and Engineering. These refunds were facilitated through grievances filed on the helpline, addressing issues such as unfulfilled services and unfair practices by coaching institutes. This initiative not only ensures that students receive the refunds they are entitled to but also encourages educational institutions to adopt transparent and student-friendly refund policies.
Moreover, the NCH has integrated its services with the Next-Gen GST Reforms 2025, which were approved in September 2025. This integration aims to manage the anticipated increase in consumer queries and complaints following the introduction of revised GST charges. A dedicated category on the INGRAM portal has been established for consumers to register GST-related complaints, covering various sectors such as automobiles, banking, and e-commerce.
