MoSPI Takes Big Steps to Improve India’s Statistical System

Shalini Singh

The Ministry of Statistics and Programme Implementation (MoSPI) is working hard to improve how statistics are collected and used in India. The Ministry is following a plan called “Reform and Perform,” which aims to make the National Statistical System more efficient. Recently, MoSPI introduced two major changes to help reach this goal.

More Financial Powers for Regional Heads

One of the biggest changes is giving more financial powers to the Heads of Departments (HODs) in the ministry. On September 6, 2024, MoSPI updated its rules and gave financial control to 71 HODs, compared to just 7 before. This change affects officials in the Zonal Offices, Regional Offices, and other field units of MoSPI.

By giving more power to these leaders, MoSPI aims to make it easier to handle financial matters. This move is expected to speed up decision-making and reduce delays, making it easier to get things done quickly. It will also help improve how business is conducted in the Ministry and ensure financial matters are taken care of without long waits.

New Survey Divisions in National Sample Survey (NSS)

Another important step MoSPI has taken is changing how the National Sample Survey (NSS) operates. NSS is responsible for collecting important data that helps the government make decisions. Before, NSS worked with a process-based system, but MoSPI has changed it to a product-based system. This new method will help surveys be done faster and with better quality.

To make this happen, MoSPI has reorganized the Survey Design and Research Division (SDRD) and created two new divisions: the Household Survey Division (HSD) and the Enterprise Survey Division (EnSD). The HSD will focus on surveys related to households, while the EnSD will handle surveys about businesses and industries.

These new divisions will make it easier for MoSPI to complete surveys quickly and ensure the data is reliable. This change will help MoSPI deliver important reports and results in a shorter time.

A Step Toward Better Statistics

These changes are part of MoSPIโ€™s efforts to strengthen the National Statistical System. By giving more financial power to regional leaders and reorganizing how surveys are done, MoSPI is working to make Indiaโ€™s statistics system better and faster. These reforms will help improve decision-making and ensure that data is collected in the most efficient way possible.
