Ministry of Power Releases State Energy Efficiency Index 2024

Shri Akash Tripathi, the Additional Secretary of the Ministry of Power and Director General of the Bureau of Energy Efficiency (BEE), has unveiled the State Energy Efficiency Index (SEEI) 2024. This initiative, developed in collaboration with the Alliance for an Energy Efficient Economy (AEEE), evaluates the energy efficiency performance of 36 Indian States and Union Territories for the fiscal year 2023-24. The SEEI serves as a vital tool for monitoring energy efficiency, promoting best practices, and encouraging competitive improvements across various states.
Launch of SEEI 2024
During the launch event, Shri Tripathi emphasized the importance of energy efficiency in India’s transition towards a sustainable future. He stated, “Indiaโs energy transition is not just a response to climate imperatives โ it is a strategic opportunity to foster innovation, resilience, and inclusive growth.” He highlighted that achieving net-zero emissions by 2070 and a 45% reduction in emissions intensity by 2030 requires a strong focus on energy efficiency. The SEEI 2024 aims to provide a clearer picture of state-level implementation and measurable progress in energy efficiency across critical sectors, including buildings, industry, transport, and agriculture.
The sixth edition of the SEEI introduces an enhanced framework that includes 66 indicators across seven key demand sectors: Buildings, Industry, Municipal Services, Transport, Agriculture, Electricity Distribution Companies (DISCOMs), and Cross-Sector initiatives. This new framework reflects the evolving national priorities and emphasizes the importance of on-ground implementation, assessing state-led initiatives such as energy audits, retrofits, and capacity-building programs.
Performance Categories and Top States
The SEEI categorizes states into four performance groups: Front Runners, Achievers, Contenders, and Aspirants, based on their evaluation scores. The top-performing states in each category are as follows: Maharashtra leads in the Front Runners group, Andhra Pradesh in the Achievers group, Assam in the Contenders group, and Tripura in the Aspirants group. Compared to the previous year, the number of Front Runners has decreased from seven to five, with Andhra Pradesh, Karnataka, Maharashtra, Telangana, and Tamil Nadu maintaining their status.
The Index also highlights the progress made by various states in energy efficiency initiatives. For instance, 24 states have adopted the Energy Conservation Building Code (ECBC) 2017, and 20 states have integrated it into their municipal by-laws. In the Industry sector, ten states have implemented energy efficiency policies for MSMEs, while seven states require mandatory energy audits for non-PAT industries.
Sectoral Advancements and Initiatives
The SEEI 2024 showcases significant advancements in energy efficiency across multiple sectors. In municipal sustainability, 25 states have developed Climate Action Plans or Heat Action Plans, with 12 states reporting collaborations between State Designated Agencies and Urban Local Bodies. The Transport sector has seen substantial progress, with 31 states implementing State Electric Mobility Policies and 14 states mandating EV charging infrastructure in buildings.
In Agriculture, 13 states are promoting integrated cold storage and solar-powered agricultural pumps, with Kerala achieving a remarkable 74% adoption rate of energy-efficient or solar-powered pumps. The Index also notes the increasing adoption of demand-side management (DSM) strategies, with 11 states incorporating DSM action plans into their Aggregate Revenue Requirement (ARR).
