Ministry of Home Affairs and National Judicial Academy Bhopal Conduct Two-Day National Conference
The Ministry of Home Affairs and the National Judicial Academy in Bhopal recently convened a two-day National Conference focused on three new criminal laws, attracting 120 participants from across India. The event, held on November 8-9, 2025, aimed to enhance the country’s criminal justice system by integrating technology and promoting a victim-centric approach. Key discussions centered on the roles of the judiciary, prosecution, and police in implementing these reforms, which are designed to expedite justice and modernize legal processes.
Government’s Vision for Criminal Justice Reform
Union Home Secretary Shri Govind Mohan addressed the conference, emphasizing the government’s commitment to establishing a secure and transparent criminal justice system under Prime Minister Narendra Modi‘s leadership. He highlighted the new criminal laws’ objective to decolonize the justice system, making it more responsive to victims and incorporating technological advancements. Shri Mohan praised the National Judicial Academy’s efforts in drafting model rules and standard operating procedures for innovative tools like e-Sakshya for electronic evidence and e-Summon for digital legal notices. These initiatives are part of a broader strategy to enhance the efficiency of justice delivery in India.
Technological Integration in Justice Delivery
Shri Mohan underscored the critical role of technology in the new criminal laws, which aim to address long-standing delays in the justice system. The laws introduce provisions to streamline investigations and trials, ensuring a more efficient process. He acknowledged the e-Committee of the Supreme Court for its significant contributions to integrating technology into the legal framework. The focus now shifts to the sustained adoption of these reforms, with state governments urged to establish monitoring mechanisms to track implementation progress and address any operational challenges.

The conference also highlighted the importance of collaboration among the three pillars of the criminal justice system: police, prosecution, and judiciary. Hon’ble Justice Shri Aniruddha Bose, Director of the National Judicial Academy, noted the unique opportunity for these entities to come together and share insights. He emphasized the need for continuous adaptation to technological advancements and the importance of capacity-building programs in enhancing understanding of the new legal landscape. The judiciary is encouraged to lead efforts in digitizing processes and integrating court systems with police and prosecution platforms for improved efficiency.

As of now, significant progress has been made, with notifications on e-Sakshya and e-Summons issued by numerous states and extensive training completed for law enforcement and judicial officers.
