Ministry of Culture Reports Achievements of SCDPM from November 2024 to August 2025

The Ministry of Culture has launched a series of initiatives under the Special Campaign for Disposal of Pending Matters (SCDPM), running from November 2024 to August 2025. This campaign aligns with the Government of India’s goals of enhancing transparency, efficiency, and cleanliness in governance. The Ministry has been proactive in sharing monthly progress reports on the SCDPM portal, demonstrating its commitment to accountability and continuous improvement in its processes.
Key Achievements of the Campaign
The SCDPM has led to several notable accomplishments. Among these, the Ministry successfully resolved 2,000 public grievances, showcasing its dedication to addressing citizen concerns. Additionally, it has disposed of 111 references from the Prime Minister’s Office, 191 from Members of Parliament, and 32 from State Governments. In an effort to streamline operations, the Ministry reviewed 447 physical files and eliminated 100 outdated files, thereby enhancing record management efficiency. These achievements reflect the Ministry’s focus on reducing backlog and improving service delivery to the public.
Swachhata Initiatives Promoting Cleanliness
As part of its commitment to cleanliness, the Ministry has engaged its staff and stakeholders in various Swachhata initiatives. A Shramdaan Drive and Walkathon held on April 16, 2025, aimed to clean the ministry premises while raising awareness among local vendors about adopting cleanliness-friendly practices, such as using covered dustbins and segregating waste. On April 24, 2025, the Ministry distributed sanitation kits, including hygiene supplies and eco-friendly alternatives to single-use plastics, to its housekeeping and Multi-Tasking Staff. Furthermore, a quiz competition on โSwachhta & Heritageโ was organized on April 25, 2025, to encourage employee participation in the cleanliness mission. An internal Cleanliness Committee conducted inspections on April 17, 2025, to ensure adherence to Swachhata norms across various sections of the Ministry.
Enhancing Access to Heritage
On March 11, 2025, the Hindi Section of the Tulsi Sadan Library was partially reopened at the Central Secretariat Library in Shastri Bhawan, New Delhi. This event was attended by Professor Bandana Jha from the Indian Language Centre at Jawaharlal Nehru University, along with Ministry officials Shri Aneish P. Rajan and Shri Dalpat Singh. The reopening of this library section signifies the Ministry’s ongoing efforts to promote access to cultural heritage and resources for the public.
Looking Ahead: Special Campaign 5.0
To build on the progress made during the current campaign, the Ministry has issued comprehensive instructions on August 20, 2025, urging all Attached, Subordinate, and Autonomous Organizations to participate in the upcoming Special Campaign 5.0, scheduled from October 2 to October 31, 2025. A training session on Record Management, organized by the National Archives of India, is set for September 29, 2025, aimed at enhancing the skills of officials from the Ministry and its 43 affiliated organizations. The Ministry of Culture remains committed to fostering cleaner, more efficient government workplaces, improving public service delivery, and enhancing citizen satisfaction in line with the Government’s broader vision.
