Joint Press Release on Prime Minister of India’s State Visit to Bhutan
At the invitation of His Majesty Jigme Khesar Namgyel Wangchuck, the King of Bhutan, Indian Prime Minister Narendra Modi embarked on a two-day state visit to Bhutan from November 11 to 12, 2025. The visit coincided with the 70th birth anniversary of the Fourth Druk Gyalpo, where Modi served as the Guest of Honour. During his stay, he participated in the Global Peace Prayer Festival in Thimphu, engaging in discussions with Bhutanese leaders on various bilateral and regional issues, while also reaffirming India’s commitment to Bhutan’s development initiatives. The discussions also reaffirmed India’s commitment to Bhutan’s 13th Five Year Plan, which includes an Economic Stimulus Programme aimed at fostering sustainable growth across various sectors.
Key Development Initiatives
A highlight of the visit was the joint inauguration of the 1020 MW Punatsangchhu-II Hydroelectric Project, a symbol of the enduring friendship between Bhutan and India. The project is expected to enhance energy cooperation, with the commencement of electricity exports from Bhutan to India. Both leaders expressed satisfaction with the progress of the Joint Vision on Energy Partnership established in March 2024. They also discussed the resumption of work on the Punatsangchhu-I project, which, upon completion, will be the largest hydroelectric project developed collaboratively by both nations.
Furthermore, the leaders emphasized the need for improved cross-border connectivity and infrastructure. They welcomed the operationalization of the Immigration Check Post at Darranga and the establishment of cross-border rail links, which are expected to facilitate trade and movement between the two countries. The Bhutanese government expressed gratitude for India’s commitment to ensuring a steady supply of essential commodities and fertilizers, reinforcing the economic ties that bind the two nations.
Expanding Areas of Cooperation
The visit also marked significant advancements in cooperation across various sectors, including health, renewable energy, and technology. Three Memoranda of Understanding (MoUs) were signed, focusing on collaboration in renewable energy, health and medicine, and building institutional linkages in mental health. The leaders acknowledged the contributions of Indian professionals in enhancing education and healthcare services in Bhutan, particularly in STEM fields.
Additionally, the leaders celebrated the consecration of the Royal Bhutan Temple in Rajgir and the allocation of land in Varanasi for a Bhutanese temple and guest house. This visit not only reinforced the strong bilateral relationship but also highlighted the importance of cultural and educational exchanges. The partnership between Bhutan and India continues to thrive, built on trust, friendship, and mutual respect, with both sides committed to maintaining regular high-level exchanges in the future.
