India’s Smart Meter Revolution: Over 5 Crore Installed by 2025
The Government of India is making significant strides in enhancing power distribution through its Revamped Distribution Sector Scheme (RDSS), launched in July 2021. This initiative is focused on improving the operational efficiency and financial sustainability of distribution utilities, ensuring that consumers receive quality and reliable electricity supply. A prominent aspect of the RDSS is the introduction of smart metering for consumers, distribution transformers, and feeders.
As of December 31, 2025, smart metering projects have been approved for 45 distribution utilities across 28 States and Union Territories. This initiative aims to install smart meters for an impressive 19.79 crore consumers, 52.53 lakh distribution transformers, and 2.05 lakh feeders. By the end of 2025, the cumulative installation of smart meters under these efforts reached 3.90 crore. Including state-level projects and various other schemes, the total number of smart meters installed nationwide has soared to 5.28 crore.
Consumer Benefits and Enhanced Efficiency
The transition to smart metering brings numerous advantages both for distribution companies (DISCOMs) and consumers. With prepaid smart meters, DISCOMs can optimize revenue collection, which has led to improved cash flow, reduced outstanding dues, and significant interest savings due to lower working capital needs. Furthermore, data indicates a decrease in Aggregate Technical and Commercial (AT&C) losses from 21.91% in FY2021 to 15.04% in FY2025, showcasing the positive impact of the reforms, including the implementation of smart metering.
Smart meters empower consumers by offering real-time visibility into their electricity usage through mobile applications, enabling better budgeting and consumption tracking. These applications also facilitate features like recharge notifications and historical usage graphs for more efficient energy consumption. Feedback from over 124,000 users, gathered by nodal agencies like REC Ltd and PFC Ltd, revealed that more than 54,000 consumers are aware of the real-time consumption feature, and over 72,000 know about the recharge and bill payment options available.
Commitment to Security and Awareness
To ensure the safety of data and combat cyber threats associated with smart metering, the RDSS includes robust provisions addressing data security. The Standard Bidding Document (SBD) for smart metering specifies requirements for secure communication and compliance with the Digital Personal Data Protection (DPDP) Act. Additionally, CSIRT-Power has been established to assist utilities in managing cyber incidents and ensuring the sector is prepared against cyber threats.
Moreover, to boost consumer confidence in prepaid smart metering, distribution utilities, along with nodal agencies and AMI Service Providers, are conducting various awareness programs. Initiatives include distributing informative pamphlets, placing banners in high-traffic areas, and conducting consumer engagement campaigns through local announcements and workshops. Social media platforms are also being leveraged to enhance outreach efforts.
The RDSS initiative stands as a pivotal move towards a modernized power distribution framework in India, with smart metering at its core, which not only enhances operational efficiency but also fosters a more informed consumer base.
