India’s Quality Revolution: Aiming for Excellence in Manufacturing

In a significant push for enhancing India’s manufacturing standards, Union Minister of Commerce and Industry, Shri Piyush Goyal, underscored the importance of quality as the defining principle of India’s production and export landscape. Speaking at the inaugural National Quality Conclave, he highlighted that the Prime Minister’s vision of ‘zero defect, zero effect’ will be pivotal to India’s economic journey towards becoming a $30–35 trillion economy by 2047.

Minister Goyal, addressing attendees virtually, asserted that India must evolve from being a consumer nation to a globally recognized manufacturer of high-quality goods and services. He emphasized that the reputation of Brand India must be synonymous with quality, reliability, and trust. Given India’s status as the world’s fastest-growing large economy for the past four years, he noted that achieving an ambitious export target of $2 trillion—which includes $1 trillion in both goods and services—hinges on relentless adherence to quality standards.

Strategic Trade Agreements Open New Doors

During his address, Goyal pointed out that in the last few years, India has forged nine Free Trade Agreements involving 38 developed nations, which represent nearly two-thirds of global GDP and trade. These pacts present new opportunities across various sectors including textiles, leather, pharmaceuticals, and footwear. However, he warned that to capitalize on these opportunities, Indian products must consistently meet top-tier global quality benchmarks.

A Call for Uniform Standards

Reflecting on past consumer experiences, Goyal acknowledged that Indian customers often sought ‘export quality’ products, indicating a two-tier quality system. He insisted that this should be replaced with uniform, high standards applicable to all markets—both domestic and international. He commended the efforts of the Quality Council of India (QCI) and the Department for Promotion of Industry and Internal Trade (DPIIT) for promoting quality standards at the grassroots level.

Five-Pillar Action Agenda for Quality

Outlining a robust five-pillar action plan aimed at ingraining quality into the manufacturing framework, Goyal urged the formulation of clear standard operating procedures accompanied by strict compliance checks. He called for ongoing education and training for the workforce to cut down on wastage and boost productivity. Additionally, he proposed benchmarking against global standards to enhance competitiveness while streamlining testing and certification processes to make them more efficient.

Emphasizing that funding would not be an obstacle, Goyal encouraged businesses to take advantage of the Export Promotion Mission for assistance in navigating international certifications and compliance measures. He expressed a commitment to support small and micro enterprises in their efforts to meet global standards.

A Vision of Quality Consciousness

Reiterating Prime Minister Modi’s commitment to quality, Goyal urged a shift away from the prevailing ‘chalta hai’ attitude towards a culture of excellence at every organizational level. He metaphorically likened the quality journey to the mythological ‘manthan’ of the milky ocean, from which nectar emerged, suggesting that this quality focus could yield fruitful results.

Future Engagements and Commitments

Union Minister of State for Commerce and Industry, Shri Jitin Prasada, echoed the sentiment that as global markets expand, India must embrace quality-led manufacturing to enhance its international reputation. Shri Amardeep Singh Bhatia, Secretary of DPIIT, emphasized the necessity for collaborative efforts between the government, industry, and educational institutions to foster a quality-centric industrial environment.

The National Quality Conclave marks a groundbreaking initiative aimed at collecting real-world insights from various manufacturing sectors to inform policy discussions. It involves extensive consultations across multiple cities and sectors, highlighting the government’s commitment to addressing quality issues in manufacturing. The outcomes are poised to form the basis of a National Quality Roadmap, guiding coordinated efforts toward quality-centric industrial growth in the future.
