India’s Comprehensive Strategy to Combat Left Wing Extremism
The Government of India (GoI) has intensified its efforts to combat the challenges posed by Left Wing Extremism (LWE) through a multi-faceted approach. Stemming from the National Policy and Action Plan approved in 2015, this initiative encompasses security measures, development initiatives, and a commitment to uphold the rights and entitlements of local communities. Under this strategy, the GoI is working closely with state governments that are most affected by LWE, reinforcing security while fostering socio-economic development.
Robust Security Measures
On the security front, the Government has significantly supported LWE-affected states with Central Armed Police Forces, the establishment of India Reserve Battalions, and enhanced helicopter support. Efforts are also directed towards modernizing police infrastructure, including training, intelligence sharing, and constructing fortified police stations. Since 2014-15, the GoI has released ₹3,681.73 crores to fund various security-related expenditures, such as the rehabilitation of former LWE members and supporting the families of martyred personnel in the line of duty.
Focus on Rehabilitation and Modernization
The rehabilitation package for surrendered LWE cadres offers an immediate grant of ₹5 lakhs for higher ranked cadres and ₹2.5 lakhs for others, alongside incentives for weapon surrender and vocational training support. Furthermore, the scheme for Modernization of Police Forces has allocated resources to strengthen state police capabilities, having sanctioned ₹1,761 crores specifically for LWE-affected states to bolster their special forces and intelligence operations.
Targeted Development Initiatives
Beyond security measures, the GoI is prioritizing development in LWE-prone regions through enhanced infrastructure and community services. A landmark achievement includes the construction of over 15,016 kilometers of roads aimed at improving connectivity. In telecommunication, 9,233 new towers have been set up to bolster communications in remote areas. Additionally, the establishment of Industrial Training Institutes and Skill Development Centres are unlocking opportunities for local youth.
Improving Lives and Ensuring Rights
Efforts to strengthen local governance and community rights have also gained momentum, with over 2.1 million title deeds distributed to citizens and initiatives underway to promote local self-governance alongside the Ministry of Panchayati Raj. A comprehensive survey conducted in Chhattisgarh’s LWE districts captures essential data on government schemes, education, and healthcare access, enabling authorities to close developmental gaps and enhance livelihood opportunities.
Reduction in Violence and Sustainable Growth
Thanks to the strategic implementation of the National Policy and Action Plan, the region has seen a remarkable decline in violence linked to LWE. The number of districts affected has diminished from 126 in 2018 to just 8 by December 2025, revealing a significant curtailment of LWE influence. Incidents of violence dropped by 88% from 1936 in 2010 to 234 in 2025, showcasing the effectiveness of ongoing countermeasures.
As the security landscape improves, the government remains committed to ensuring sustainable development in areas previously impacted by LWE. The introduction of Legacy and Thrust districts aims to solidify gains made in previously affected regions, with support continuing to ensure their growth and stability.
