Indian States Innovate in Agriculture for Better Farm Outcomes
In recent years, several Indian states have introduced focused agricultural reforms aimed at enhancing land governance, market access, water management, technology use, and crop diversity. According to the Economic Survey 2025-26 presented in Parliament by Union Finance Minister Smt. Nirmala Sitharaman, these initiatives have significantly enhanced farm productivity across various regions of the country.
Land and Resource Governance Initiatives
Andhra Pradesh has made notable strides with its Resurvey Project, initiated in 2021. This initiative leverages advanced technology such as drones, a Continuously Operating Reference Station (CORS), and Geographic Information Systems (GIS) to generate secure, tamper-proof digital land titles. By 2025, this project has successfully surveyed 81 lakh land parcels across 6,901 villages and resolved approximately 86,000 boundary disputes.
In Bihar, the government has adopted the Mukhyamantri Samekit Chaur Vikas Yojana, established in 2025, to enhance the utilization of chaur lands for aquaculture. This program has successfully converted over 1,933 hectares into fish production areas spread across 22 districts.
Market Reforms Driving Efficiency
Madhya Pradesh has introduced the Souda Patrak initiative, starting in 2021, which allows farmers to make direct purchases at Minimum Support Price (MSP) via a digital interface. This has alleviated congestion in local mandis and improved transparency in financial transactions, with more than 1.03 lakh transactions completed by December 2025.
Meanwhile, Andhra Pradesh’s e-Farmarket platform links farmers directly with traders through the Rythu Bharosa Kendras, streamlining the market process and increasing farmers’ access to economic opportunities.
Advancements in Water Management
The Assam State Irrigation Plan, implemented in 2022, strives to enhance irrigation coverage with the introduction of new schemes and solar-powered pumps. This initiative aims to boost the gross irrigated area to 24.28% of agricultural land by 2024-25.
In Uttar Pradesh, the Ground Water Rules established in 2020 have reinforced the regulatory framework surrounding groundwater extraction, leading to a slight increase in water recharge levels by 2025, although the intensity of extraction has escalated.
Embracing Technology and Digital Solutions
Karnataka has revolutionized agricultural data management with its FRUITS platform launched in 2020. This unified database supports direct benefit transfer (DBT), MSP procurement, and crop assessments, benefiting over 55 lakh farmers involved in various schemes.
Additionally, Jharkhand’s GIS-based Climate Smart Agriculture and Agri Stack Scheme, initiated in 2024, aims to facilitate precise agricultural tracking and planning that accounts for climate variations, with outcomes still under development. Bihar continues to build on its Fourth Agriculture Roadmap (2023-28), following earlier initiatives that have significantly raised output in sectors like fish and dairy.
The initiatives highlighted above showcase the concerted efforts of Indian states in driving agricultural reform, indicating a promising trajectory for the sector as state-level innovations result in substantial improvements for farmers.
