Indian Railways Sets New Vision for High-Speed Infrastructure Growth

In a recent Budget Webinar, Union Minister for Railways, Information & Broadcasting, and Electronics & Information Technology, Shri Ashwini Vaishnaw, unveiled an ambitious vision aimed at enhancing India’s railway infrastructure. The theme of the session, “Sustaining and Strengthening Economic Growth: Infrastructure, Logistics & Freight,” emphasized crucial strategies for expanding the nation’s railway capacity, improving quality standards, and streamlining documentation.

During his address, Shri Vaishnaw outlined three primary focus areas: scaling up railway capacity in a synchronized manner, enhancing quality and qualification standards, and reforming documentation processes to mitigate disputes and ensure timely project deliveries.

Synchronized Expansion of Railway Infrastructure

The Union Minister lauded the impressive growth of India’s railway network over the past ten years, with an addition of approximately 35,000 kilometers of new tracks. This expansion has outpaced the railway network of Germany, as nearly 99% of the 55,000 kilometers of the network has been electrified. However, he noted that scaling up operations poses challenges in enhancing industry capacity and resources simultaneously with government expansion. Emphasizing the partnership between government and industry, he pointed out that sudden fluctuations in project scale can disrupt industry readiness.

High-Speed Rail Vision and Transformative Projects

Shri Vaishnaw also discussed the significance of high-speed rail development, particularly the Mumbai-Ahmedabad High-Speed Rail Corridor. He described the project as a critical learning experience, noting that while initial estimates forecasted a construction rate of two kilometers per month, India managed to achieve 15 kilometers a month, showcasing efficiency and attracting interest from Japan for future projects.

Building on this success, the government prepares to launch seven new high-speed passenger corridors spanning 4,000 kilometers with an estimated investment of ₹16 lakh crore over the next decade. This expansion requires the commissioning of nearly 500 kilometers annually, aiming for a total of 7,000 kilometers by the 2039-40 timeline.

Strengthening Quality, Qualification and Tender Norms

Emphasizing the necessity of tightening qualification criteria, Shri Vaishnaw expressed concerns regarding excessive subcontracting in public projects, which can lead to disputes and operational inefficiencies. He pointed out that subcontracting should not exceed 40%, contrasting this with private-sector norms, which limit it to 20-30% for complex projects, stressing that public projects need even stricter accountability to maximize government funds efficiently.

The Complexity of Railway Projects

The Minister highlighted the multi-dimensional complexity of railway projects, which involve critical elements like track structure, electrification systems, and signalling networks. He advocated for domain expertise in awarding contracts, underscoring that agencies lacking relevant experience often face significant delays and cost over-runs.

Shri Vaishnaw expressed gratitude to industry professionals, government stakeholders, and agencies contributing insights during the webinar. He highlighted the session as a vital platform for discussing key issues and developing innovative solutions in alignment with the Union Budget announcements.
