Indian Railways Boosts Bulk Cement Transport with New Reforms

Indian Railways is making significant strides in enhancing the movement of bulk cement through railways, especially in tank containers. Recent efforts have successfully encouraged several cement companies to partner with the Container Corporation of India (CONCOR) for this purpose. Thanks to these initiatives, rail transport of bulk cement is becoming a more attractive option for producers.

Innovative Reforms Drive Growth

CONCOR is actively facilitating the establishment of silos at its terminals, aimed at enhancing bulk cement handling and storage capabilities. To further promote these efforts, Indian Railways has reduced charging rates from 90 paisa to 85 paisa per tonne per kilometer on a Gross Tonne Kilometre (GTKM) basis. This reduction, coupled with additional discounts for empty returns to the originating terminal, significantly enhances the competitiveness of rail transportation compared to road transport.

Positive Industry Response

The response from the cement industry has been overwhelmingly positive in light of the new charging scheme. By lowering overall freight costs for bulk cement movement, these reforms are poised to lead to reductions in fuel expenses and emissions. Switching from bagged cement to bulk movements not only supports faster turnaround times but also minimizes handling losses. Moreover, the promotion of tank containers in bulk cement logistics enhances efficiency from production to distribution.

Previous Challenges Addressed

Previously, Indian Railways charged haulage fees based on a per Twenty-foot Equivalent Unit (TEU) basis, implementing a tiered discount structure for empty return shipments. However, this model proved unattractive for many cement producers, hindering a shift from road to rail transport. Recognizing these challenges, Indian Railways has revamped its pricing strategy to create mutually beneficial arrangements for both the organization and its customers.
