India Takes Strong Steps Against Human Trafficking
The Government of India is intensifying its efforts to combat human trafficking, especially involving women and children. With a robust legal framework in place, authorities aim to enhance the protection and rehabilitation of victims, reflecting a serious commitment to tackling this grave issue.
According to Union Minister for Women and Child Development, Smt. Annpurna Devi, the responsibility for maintaining law and order, including addressing human trafficking, rests with State Governments. These governments are empowered to take necessary actions against crimes that threaten the safety and rights of their citizens.
Legislative Framework Enhancement
In recent years, the Bharatiya Nyaya Sanhita (BNS), 2023 has introduced significant legal measures. Sections 143 and 144 redefine and expand the scope of trafficking offenses previously covered by the Indian Penal Code. Section 143 outlines trafficking as involving the recruitment, transportation, and exploitation of individuals through coercive means, imposing severe penalties for offenders, particularly those trafficking minors. Meanwhile, Section 144 addresses the exploitation of trafficked persons, with distinct punishments for the exploitation of children compared to adults.
Additionally, the introduction of Section 111 creates a new offense related to organized crime, which extends to human trafficking for prostitution. This legal reformation signals a more stringent approach to preventing such heinous crimes against vulnerable populations.
Victim Support and Rehabilitation
The Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023 reinforces the legal stance by classifying trafficking as a cognizable and non-bailable offense. Notably, Section 396 establishes a compensation framework that mandates State Governments to create schemes to support victims financially and facilitate their rehabilitation.
Empowerment Initiatives for Women
In parallel to legislative measures, the Central Government has implemented several initiatives aimed at empowering women, including female sex workers. Major programs include the Mission Shakti Umbrella Scheme, which offers support in terms of shelter, food, and vocational training. Other initiatives like the Pradhan Mantri Matru Vandana Yojana provide direct cash benefits to support maternal health.
Noteworthy is the Ayushman Bharat scheme, which offers comprehensive health coverage, particularly benefitting women. It includes various health screenings and has established over 150,000 Health and Wellness Centres across India, ensuring accessible healthcare for all.

The Government’s strong emphasis on social and economic empowerment reflects its ongoing commitment to preventing trafficking and ensuring the well-being of its citizens.
