India Steps Up Cybersecurity Measures to Protect Digital Infrastructure
The Government of India is increasingly aware of the cybersecurity threats that come with advancing digital technologies. Over the past twelve years, a series of initiatives have been launched to bolster the country’s digital ecosystem, aiming to create a secure environment for its citizens and businesses.
Strengthening Telecom Networks
Recognizing the critical importance of telecom networks in the nation’s digital infrastructure, the government took a significant step in 2021 by implementing the National Security Directive on Trusted Sources. This directive mandates that only telecommunications equipment sourced from approved, trusted suppliers can be used within India’s telecom networks, thereby enhancing security protocols.
Enhancing Legal Framework
The government has made strides in reinforcing the legal framework concerning network security and data protection. The Telecommunication Act of 2023 was enacted with comprehensive provisions to secure telecommunications networks. Additionally, the Digital Personal Data Protection Act of 2022 has established robust legal safeguards for the personal data of Indian citizens.
Improving CCTV Security
In a bid to fortify the security of CCTV systems, reforms have been introduced, including the establishment of mandatory Essential Requirements (ERs) for CCTVs in the Indian market. These requirements mandate that manufacturers provide documented proof of the origin of critical components, such as System-on-Chip (SoC). Furthermore, all devices must be tested for vulnerabilities that might enable unauthorized remote access and must undergo assessments at accredited laboratories. Currently, 507 models of CCTV cameras have been certified in compliance with these essential requirements.
Regulating Government Purchases
To ensure that government departments enhance their security measures, the purchase of CCTV equipment that does not meet the established criteria has been prohibited. An advisory was also issued to all ministries, urging them to address the vulnerabilities within CCTV networks and to safeguard the integrity of video surveillance systems.
Blocking Unsafe Applications
In a proactive measure aimed at protecting user data, the Government of India has blocked 652 mobile applications that posed data security concerns and engaged in other malpractices, utilizing Section 69A of the IT Act, 2000.
Comprehensive Cybersecurity Initiatives
The National Cyber Coordination Centre (NCCC), implemented by CERT-In, plays a pivotal role in monitoring cyberspace to identify and mitigate cybersecurity threats. It disseminates critical information to relevant organizations and stakeholders to ensure rapid response to potential threats. Additionally, CERT-In has empaneled 237 security auditing organizations to support and audit the implementation of best practices in information security.
In June 2023, CERT-In rolled out guidelines for government entities covering vital areas such as data security, network security, and incident management. Furthermore, updated technical guidelines were issued in July 2025 concerning the Bill of Materials (BOM) necessary for software, hardware, artificial intelligence, quantum computing, and cryptography. These guidelines aim to elevate the security and transparency of supply chains in emerging technologies.
