India Post and BSE Join Forces to Enhance Financial Inclusion
In a transformative move aimed at bolstering financial inclusion across India, the Department of Posts (DoP) has inked a historic Memorandum of Understanding (MoU) with the Bombay Stock Exchange (BSE). Signed on December 12, 2025, in New Delhi, this collaboration is set to leverage India Post’s expansive network to provide citizens, especially in rural and semi-urban areas, with greater access to investment products.
The initiative aligns with the Budget 2025–26 strategy, which called for maximizing the potential of India Post as a driving force for economic engagement in underserved regions. With an extensive footprint in the country, India Post is more than just a postal service; it is a pivotal player in enhancing financial access and fostering inclusive growth.
Strategic Partnership to Expand Investment Access
This strategic alliance allows India Post to serve as a distributor of mutual fund products via its vast postal network, a significant boon for citizens in areas traditionally lacking such offerings. By integrating India Post’s extensive reach with the BSE Star MF, the largest mutual fund distribution platform in India, the partnership aims to democratize investment opportunities and encourage broader participation in financial markets.
The signing ceremony featured Ms. Manisha Bansal Badal, General Manager (CCS & RB) of the Department of Posts, and Shri Sundararaman Ramamurthy, Managing Director and CEO of BSE, alongside senior officials from both organizations.
Training and Certification for Postal Employees
Under the MoU, select postal employees will undergo training and certification, empowering them to act as mutual fund distributors. This initiative will enable these trained individuals to offer investor services and facilitate transactions through the BSE StAR MF platform. The agreement remains effective for three years, from December 12, 2025, to December 11, 2028, with an option for renewal.
BSE will assist in onboarding eligible postal officials, ensuring they are equipped with Employee Unique Identification Numbers (EUIN) for the compliant distribution of mutual fund products. Additionally, BSE will guide postal employees and agents in obtaining the necessary National Institute of Securities Markets (NISM) Mutual Fund Distributor certification. Once certified, these officials will provide essential support to customers, assisting them with informed investment choices and transaction execution.
Aiming for Broader Financial Engagement
This partnership is a significant endeavor by the Department of Posts to enhance the range of financial services available to the public. It complements BSE’s vision of nurturing an efficient, investor-friendly mutual fund ecosystem. Through this collaboration, India Post will broaden its financial services offering, improving customer access to contemporary investment options and reinforcing its role as a vital financial service provider.
By merging BSE’s technological infrastructure with India Post’s widespread network, this initiative is expected to enhance service accessibility, elevate investor awareness, and encourage broader participation in formal financial markets.
Expected Impact on Financial Awareness
The new partnership is poised to increase mutual fund penetration significantly in Tier-2 and Tier-3 cities and rural areas. It aims to promote informed investment behavior among the populace, supporting India’s larger goal of fostering a financially literate and empowered society.
