India Launches ₹1 Lakh Crore Initiative for Deep-Tech Innovation

The Indian government has unveiled an ambitious ₹1 lakh crore Research, Development and Innovation (RDI) Fund aimed at propelling deep-tech initiatives across various sectors. Announced by Dr. Jitendra Singh, the Minister of State for Science and Technology, this initiative prioritizes emerging fields such as energy security, artificial intelligence, biotechnology, and digital economy, with the possibility of expanding further based on recommendations from the Anusandhan National Research Foundation’s Executive Council.

Focus Areas of the RDI Fund

Key sectors highlighted for funding include energy transition, climate action, and advancements in “Deep Technology” encompassing quantum computing, robotics, and space technology. The government also aims to enhance artificial intelligence applications to address critical Indian challenges in agriculture, health, and education. Biotechnology and synthetic biology form another significant focus, particularly in pharmaceuticals and medical devices. The initiative also emphasizes the importance of indigenizing technologies for strategic and economic security and the goal of achieving Atmanirbharta, or self-reliance.

Implementation Strategy

The Department of Science & Technology (DST) will oversee the RDI Scheme’s implementation through a Special Purpose Fund (SPF) established under the Anusandhan National Research Foundation (ANRF). This fund will operate on a two-tier structure: the SPF will act as the custodian of the funds, while Second-Level Fund Managers (SLFMs)—which may include Alternative Investment Funds, Development Finance Institutions, and Non-Banking Finance Companies—will be responsible for project execution.

Encouraging Private Sector Engagement

The RDI Scheme aims to inspire private sector participation to enhance research, development, and innovation in sunrise sectors at Technology Readiness Levels (TRL) 4 and above. It promotes robust industry-academia collaboration and mission-driven research that demands active involvement from industries. For example, initiatives like the MAHA–EV Mission and Critical Raw Materials Research Programme mandate industry participation, encouraging diverse contributions, including financial and in-kind support from private sectors and startups.

Financial Support for Innovators

To bolster innovation, the government will provide long-term, low-interest financing to private innovators. The RDI Fund could contribute up to 50% towards these projects, with funding options available as both loans and equity. Such financing will typically be unsecured long-term loans, allowing startups and other private entities to access the capital needed for cutting-edge research and technology development.

This strategic initiative aims to place India at the forefront of technological advancements, making significant strides in key areas that promise both economic growth and self-sufficiency.
