India Launches Startup India Fund of Funds 2.0 with ₹10,000 Crore

In a significant advancement for India’s vibrant startup landscape, Prime Minister Shri Narendra Modi has announced the establishment of the Startup India Fund of Funds 2.0 (Startup India FoF 2.0). With a robust total corpus of ₹10,000 crore, this initiative aims to attract venture capital and bolster the entrepreneurial spirit across the nation.

Transforming the Startup Ecosystem

Launched under the broader Startup India initiative, the Startup India FoF 2.0 seeks to catalyze the next phase of India’s startup evolution. By mobilizing long-term domestic capital, this fund is poised to strengthen the venture capital ecosystem and foster innovative, entrepreneurial ventures across various sectors.

Since the inception of the Startup India initiative in 2016, India has witnessed remarkable growth in its startup ecosystem, surging from less than 500 recognized startups to over 200,000 today, as documented by the Department for Promotion of Industry and Internal Trade (DPIIT). The year 2025 is expected to see record high registrations of new startups, highlighting the momentum this initiative has generated.

Building on Past Success

The new fund builds upon the successes of the Fund of Funds for Startups (FFS 1.0), launched in 2016. This earlier phase was instrumental in identifying funding gaps and stimulating the domestic venture capital market. The entire corpus of ₹10,000 crore under FFS 1.0 has been allocated to 145 Alternative Investment Funds (AIFs), which have collectively invested over ₹25,500 crore in more than 1,370 startups across diverse sectors, including technology, agriculture, healthcare, and fintech.

Core Features of the New Fund

Startup India FoF 2.0 introduces several key features aimed at propelling Indian innovation to new heights. It will focus on:

  • Deep tech and tech-driven manufacturing: Targeting high-tech innovations requiring substantial long-term investment.
  • Supporting early-growth stage founders: Providing a financial cushion for novel ideas to reduce the risk of early-stage failures.
  • National investment outreach: Promoting innovation initiatives beyond major metropolitan areas, nurturing creativity across the country.
  • Addressing capital gaps: Channeling funds into high-risk areas essential for self-sufficiency and economic expansion.
  • Strengthening local venture capital: Reinforcing the domestic investment landscape, particularly for smaller funds.
