India Focuses on AI to Safeguard Democracy at Summit

At the India AI Impact Summit held at Bharat Mandapam, Lok Sabha Speaker Om Birla emphasized the urgent challenges posed by deepfakes and misinformation, labeling them significant threats to democracy. During the special session titled “AI for Democracy,” he stressed that artificial intelligence (AI) should enhance truth and credibility rather than distort facts. Birla advocated for the development of strong safeguards to preserve democratic discourse from manipulation and confusion as technology advances.

Birla expressed optimism about AI’s capacity to enhance transparency, accountability, and citizen engagement in democracy. He articulated that India’s core principle, “Sarvajan Hitaya, Sarvajan Sukhaya”—which translates to the welfare and happiness of all—continues to guide the nation. He highlighted that India approaches global well-being through its rich civilizational values.

Transforming Legislative Functioning

In his remarks, the Speaker showcased technology’s transformative impact on legislative processes, noting that AI is becoming a crucial instrument for reinforcing democratic institutions. He pointed out the “Digital Parliament” initiative as a breakthrough that simplifies communication between citizens and Parliament. This program has made parliamentary proceedings paperless, modern, and environmentally sustainable. With AI tools, thousands of hours of parliamentary debates and records have been organized for public accessibility, allowing citizens to monitor their representatives’ performance closely and thus boosting accountability.

Fostering Inclusivity Through Language

Addressing India’s linguistic diversity, Birla highlighted the “Sansad Bhashini” initiative, which utilizes AI-enabled translation tools to make parliamentary debates accessible in multiple regional languages. This initiative ensures that all citizens can engage with parliamentary discussions in their own languages, ultimately strengthening trust and participation in the democratic process.

International Recognition of India’s Innovations

Birla noted that India’s innovative use of AI in legislative efficiencies has garnered global appreciation during international parliamentary forums. He stated that modern data systems and AI tools provide Members of Parliament with deeper insights into their constituents’ needs, facilitating informed policymaking that prioritizes citizen welfare.

A Vision for India’s AI Strategy

The Speaker underscored India’s AI strategy is driven by the goal of inclusive development, asserting that AI’s applications in education, healthcare, and agriculture will accelerate the nation’s journey towards its vision of “Viksit Bharat 2047.” By improving access to quality education, enhancing healthcare delivery, and equipping farmers with data-driven solutions, AI has the potential to significantly uplift the lives of many, especially those in marginalized sectors.

Birla remarked that India’s digital infrastructure serves as a model for the world, praised for its scale, inclusivity, and efficiency. He reaffirmed the country’s commitment to sharing its digital experiences and technology with the international community for mutual progress.

Balancing Technology with Human Values

Despite his enthusiasm for technological advancements, Birla warned that technology cannot replace human sensitivity and ethical judgment. He pointed out, “AI is a means, not an end,” stressing the paramount importance of human values and ethical standards in the development and implementation of new technologies. He urged for a generation of youth to be nurtured with technological skills and compassionate values.

Birla expressed hope that discussions during the “AI for Democracy” session would pave the way for a future where technology aligns with democratic ideals, fostering a strong, inclusive, and developed India by 2047. The session also featured insights from various dignitaries, including the UK Minister for AI & Online Safety and the Deputy Speaker of the Parliament of Hungary, and was co-organized by Dev Sanskriti Vishwavidyalaya and the Inter-Parliamentary Union.
