India Extends ALMM Exemption for Solar Projects Until 2026
The Ministry of New and Renewable Energy (M/o N&RE) has affirmed its commitment to the Approved List of Models & Manufacturers (ALMM) List-II for solar photovoltaic (PV) cells, while also announcing a limited exemption that will benefit specific renewable projects. The new measure allows Net-metering and Open Access renewable energy power projects to commence operations without adhering to ALMM List-II for solar PV cells until December 31, 2026. This change provides an extension from the previous deadline of May 31, 2026.
This strategic decision aims to bolster the market for standalone solar PV module manufacturers, safeguarding their prior investments while generating increased demand for solar products. The exemption will afford manufacturers additional time to secure solar cells from ALMM List-II listed suppliers, enhancing the confidence in the solar cell supply chain as capacity continues to expand within this list.
The announcement follows comprehensive discussions with key stakeholders in the solar energy sector. These conversations were essential to facilitate a seamless transition to the ALMM List-II for Net-metering and Open Access projects, ensuring that the industry can adapt effectively while adhering to the government’s renewable energy ambitions.
The focus on solar PV manufacturing underscores the government’s broader initiative to achieve self-reliance (Atmanirbhar) in this critical sector. By strengthening domestic production capabilities, the government aims to position India as a significant participant in the global renewable energy value chain, mitigating reliance on foreign imports.
Industry watchers will find the Office Memorandum (O.M. No. 283/53/2026-GRID SOLAR) issued on July 18, 2026, outlining these provisions available on the official MNRE website, providing further guidance to stakeholders affected by these changes.
