India-EU Free Trade Agreement: Assessing the Potential to Mitigate the Effects of Trump’s Tariffs

India and the European Union (EU) have reached a significant milestone by concluding discussions on a comprehensive free trade agreement (FTA), dubbed the ‘mother of all deals’ by both parties. This landmark agreement comes after nearly two decades of negotiations and is poised to reshape trade dynamics amid global economic uncertainties exacerbated by unpredictable U.S. trade policies. The FTA is expected to be finalized later this year, pending legal approvals and endorsement from the European Parliament, marking a pivotal shift in India and the EU’s economic relationship.

Significance of the India-EU Trade Agreement

The India-EU FTA is set to enhance economic ties between the two regions, which have been increasingly reliant on each other for trade. Prime Minister Narendra Modi emphasized the agreement as a framework for shared prosperity, reinforcing international stability during a time of global uncertainty. The EU stands as India’s largest trading partner, with bilateral trade in goods reaching approximately $136 billion in the fiscal year ending March 2025. Additionally, services exports from India to the EU have surged, nearly doubling from €19 billion in 2019 to €37 billion in 2024, showcasing the growing presence of Indian technology and outsourcing firms in Europe. Commerce Minister Piyush Goyal indicated that the FTA is expected to come into effect by 2026, following a swift legal review process.

U.S. Reaction to the Trade Deal

The announcement of the India-EU trade agreement has drawn criticism from the U.S. government, particularly from Treasury Secretary Scott Bessent. He expressed concerns that European nations are undermining their security by purchasing energy products from India, which are derived from Russian crude oil. Bessent’s remarks highlight the tension between U.S. tariffs on Indian exports and the EU’s decision to engage in a trade deal with India. The U.S. has imposed significant tariffs on Indian goods, which have adversely affected India’s exports to America, dropping from $8.4 billion at the start of the financial year to $6.88 billion by December.

Benefits of the India-EU FTA

Once implemented, the India-EU FTA is expected to provide duty-free access for approximately 93% of India’s exports to European markets. This agreement will not only lower prices for Indian consumers on premium European imports but also significantly benefit labor-intensive sectors such as textiles, apparel, and engineering goods. The FTA is projected to eliminate tariffs on nearly $33 billion worth of exports, creating a combined market of nearly two billion people and representing about 25% of global GDP. Experts believe that the agreement will enhance India’s competitiveness and provide new opportunities in services, while also allowing the EU to diversify its supply chains beyond China.

Impact on U.S. Tariffs and Future Trade Dynamics

Experts suggest that the India-EU FTA could help mitigate the adverse effects of U.S. tariffs on Indian exports. The agreement is seen as a strategic move to diversify India’s export markets and reduce reliance on the U.S. market, which remains its largest trading partner. Analysts estimate that the FTA could boost India’s exports to the EU by around $50 billion by 2031, particularly in medium-tech manufacturing. While the tariff concessions under the FTA will not completely offset the impact of U.S. tariffs, they are expected to provide a cushion for certain sectors. The deal represents a critical opportunity for Indian exporters to expand their reach and stabilize export growth amidst a challenging global trade environment.
