India Establishes Legal Framework for Standard Time
The Government of India has taken a monumental step by notifying the Legal Metrology (Indian Standard Time) Rules, 2026, which designates Indian Standard Time (IST) as the official and legally recognized time reference for the nation. This announcement was made by the Department of Consumer Affairs under the Ministry of Consumer Affairs, Food and Public Distribution on August 27, 2026, with the official publication in the Gazette following two days later. The establishment of this legal framework aims to promote a uniform time reference across critical sectors and digital systems throughout the country.
Set to take effect 180 days after publication, this initiative aligns with the government’s vision of “One Nation, One Time,” ensuring that essential services function under a common and trustworthy time. Accurate timekeeping is vital for the smooth operation of telecommunications, financial transactions, power management, transport systems, and various digital platforms. The rules emphasize the necessity of maintaining precision in timestamps, especially during cybersecurity events, as outlined by the CERT-In guidelines on Information Security Practices for Government Entities, 2023.
CSIR-NPL: The Guardian of Indian Standard Time
The Council of Scientific and Industrial Research – National Physical Laboratory (CSIR-NPL), recognized as India’s National Metrology Institute, plays a pivotal role in ensuring the scientific robustness and traceability of IST. As the national custodian of IST, CSIR-NPL generates Indian Standard Time using advanced atomic clocks and maintains a close connection with the international reference time, Coordinated Universal Time (UTC). In collaboration with ISRO and the Department of Legal Metrology, CSIR-NPL has also established secondary time scales in five Regional Reference Standard Laboratories across the country to ensure widespread availability and accuracy of IST.
Diverse Access to Indian Standard Time
The extensive timing infrastructure developed through the partnership of CSIR-NPL, ISRO, and other stakeholders provides multiple ways for users to access IST. This infrastructure facilitates the dissemination of IST through network technologies such as Network Time Protocol (NTP) and Precision Time Protocol (PTP), alongside satellite systems, including the Indian Regional Navigation Satellite System (NavIC). This arrangement not only diversifies access to IST but also enhances the resilience and availability of national timing services, fulfilling the diverse needs of various users.
