Increased US and Venezuelan Crude Oil Imports to India? Refiners Urged to Focus on Specific Oil Grades

Days after India and the United States announced a significant trade deal, the Indian government has urged its state-run oil refiners to explore increased purchases of crude oil from both the US and Venezuela. This move comes in the wake of US President Donald Trump’s decision to lift a 25% tariff on India’s imports of Russian crude, a tariff that could be reinstated if India continues its purchases from Russia. India has emphasized that its energy security will guide its procurement strategies, focusing on diversifying its crude oil sources and securing the best prices available in the international market.

Encouragement for Increased Imports

According to a report by Bloomberg, Indian officials have encouraged state-run oil refiners to consider boosting their crude oil purchases from the United States and Venezuela. Refinery executives involved in the discussions noted that companies are being advised to prioritize US crude grades when sourcing oil through spot market tenders. This strategy aims to enhance India’s energy security while also aligning with the recent trade developments between the two nations. In addition to US crude, there is a similar push for Venezuelan oil, although these transactions are expected to be negotiated privately rather than through open tenders.

Despite this encouragement, there are practical limitations that may hinder the scale of imports from the US and Venezuela. US crude is generally lighter and sweeter, characterized by lower sulfur content, while many Indian refineries are designed to process medium-grade crude. This mismatch could pose challenges for refiners looking to adapt their operations to accommodate different crude types.

Economic Feasibility and Pricing Concerns

Economic considerations are also a significant factor in the decision-making process for Indian refiners. The higher transportation costs associated with long-distance shipments of crude oil could impact the competitiveness of US imports. Refinery executives have expressed concerns about the feasibility of significantly increasing imports from the US in the near future, given that elevated freight expenses could diminish the attractiveness of such shipments.

Moreover, Indian refiners have access to more cost-effective alternatives from regions like West Africa and Kazakhstan, which benefit from shorter shipping routes. This availability of cheaper options may further complicate efforts to increase US crude imports. Despite these challenges, refinery officials believe that Indian processors could potentially import around 20 million tonnes of US crude annually, which translates to approximately 400,000 barrels per day. This figure would represent a notable increase compared to last year’s estimated daily purchases of about 225,000 barrels.

Venezuelan Crude and Market Dynamics

In parallel with the push for US crude, the Trump administration has appointed major trading firms, including Vitol Group and Trafigura Group, to market Venezuelan crude following its control over the country’s energy sector earlier this year. Indian buyers have already begun acquiring Venezuelan oil, with state refiners such as Indian Oil Corp., Bharat Petroleum Corp., and Hindustan Petroleum Corp. recently purchasing around 4 million barrels.

However, refinery executives have indicated that this volume is close to the maximum amount of heavy, sour Venezuelan crude that state refiners can process each month due to existing technical limitations. As India navigates its energy procurement strategy, the balance between diversifying sources and managing economic feasibility will be crucial in shaping its future oil import landscape.
