INCOIS and NDMA Host Conclave on Marine Multi-Hazards Services for Indian Coastline in Chennai
The Indian National Centre for Ocean Information Services (INCOIS), in partnership with the National Disaster Management Authority (NDMA), hosted a significant conclave focused on Marine Multi-Hazards Services for the Indian Coastline in Chennai on August 29, 2025. The event aimed to enhance preparedness against marine-related hazards, particularly for the fishing community. Lt. Gen. Syed Ata Hasnain (Rtd), a member of the NDMA, inaugurated the conclave and announced the upcoming trial of a new cell broadcast alert system designed to warn fishermen of impending cyclones.
Launch of New Alert System
During the conclave, Lt. Gen. Hasnain highlighted the introduction of a cell broadcast application that will provide alerts even when mobile devices are on silent mode. This innovative technology aims to ensure that fishermen receive timely warnings about natural disasters. He referenced the successful management of Cyclone Biparjoy in 2023, which involved coordinated efforts from various stakeholders, including the State Disaster Management Authority (SDMA). This collaboration resulted in the evacuation of vulnerable populations and the dissemination of over 32 million alert messages, significantly reducing the risk of loss of life. Hasnain encouraged the public to download the NDMA’s Sachet app and INCOIS’s Samudra app for real-time weather alerts.
Commitment to Disaster Preparedness
Dr. T.M. Balakrishnan Nair, Director of INCOIS, welcomed attendees and reiterated the organization’s commitment to its “Science to Society” vision. He emphasized INCOIS’s track record of zero false tsunami alarms, which has helped maintain public trust in early warning systems. Dr. Nair stressed the importance of preparedness as a critical form of protection against marine hazards. He stated that the goal is to safeguard every life and livelihood along India’s coast through science-driven early warning services. He called for stronger partnerships among disaster managers, maritime agencies, and local communities to enhance resilience against marine multi-hazards.
Collaborative Efforts for Coastal Safety
Prof. Balaji Ramakrishnan, Director of the National Institute of Ocean Technology (NIOT), spoke about the collaborative efforts among various institutions, including the M.S. Swaminathan Research Foundation (MSSRF), in disseminating tsunami and cyclone alerts. He mentioned the government’s allocation of ₹20,000 crore for the Mission Mausam initiative, aimed at preparing the country for weather-related challenges. Dr. Soumya Swaminathan, Chairperson of MSSRF, proposed the establishment of an emergency sea service akin to ambulance services to facilitate the safe evacuation of fishermen facing health emergencies. She also highlighted the need to monitor long-term health risks posed by climate change to the fishing community.
Strengthening Multi-Hazard Preparedness
The conclave brought together senior officials, scientists, industry representatives, and community stakeholders to bolster India’s readiness for marine-related hazards along the East Coast. The program featured discussions on operational services, risk analytics, and technological advancements in disaster management. Participants reached a consensus on the need to strengthen multi-hazard preparedness at the community level and enhance collaboration with the Navy and Coast Guard. The conclave concluded with a commitment to leverage upcoming exercises to improve preparedness and inter-agency coordination, aligning national efforts with international initiatives aimed at safeguarding lives and critical coastal infrastructure.
