ICAR Responds to Allegations of Irregularities

The Indian Council of Agricultural Research (ICAR) has recently found itself at the center of controversy. On December 27, 2024, various media outlets reported allegations of irregularities in the appointment of agricultural scientists within the organization. These claims have raised concerns and prompted discussions about the integrity of the recruitment process at ICAR. In response, the organization has issued a strong statement to clarify the situation and defend its practices.

ICAR: A Premier Scientific Organization

The Indian Council of Agricultural Research (ICAR) plays a vital role in advancing agricultural research and education in India. Operating under the Department of Agricultural Research and Education, which is part of the Ministry of Agriculture and Farmersโ€™ Welfare, ICAR is tasked with improving agricultural productivity and sustainability. The organization is governed by its own set of rules and bye-laws, ensuring that its operations are transparent and accountable.

The Union Minister of Agriculture and Farmersโ€™ Welfare serves as the President of ICAR, overseeing its various initiatives. Given its significant role in the agricultural sector, any allegations against ICAR can have far-reaching implications. Therefore, it is crucial to address these claims with accurate information and clarity. The organization emphasizes that it adheres strictly to established protocols and qualifications in its recruitment processes, ensuring that all appointments are made based on merit and compliance with regulatory standards.

Response to Allegations of Irregularities

In light of the recent allegations, ICAR has firmly rejected the claims as baseless and misleading. The organization asserts that all recent recruitments have followed the Model Qualifications approved by the Competent Authority. Furthermore, there has been no change in the Essential Qualifications (EQs) for the position of Director at the Indian Agricultural Research Institute (IARI) in New Delhi. The qualifications required for this role have remained consistent over the past five years.

ICAR points out that the previous Director of IARI, Dr. A. K. Singh, was appointed in 2019 under the same qualifications that are currently advertised. This consistency in qualifications underscores the integrity of the recruitment process. The organization argues that the current advertisement for the Director’s position is valid and that there are no procedural lapses as alleged. ICAR believes that the rumors stem from disgruntled individuals seeking to mislead governing body members for personal gain.

Clarification on Dr. Cherukumalli Srinivasa Rao’s Appointment

Another point of contention involves the appointment of Dr. Cherukumalli Srinivasa Rao as the Director of IARI. Critics have raised questions about the timing of his transition from the National Academy of Agricultural Research Management (NAARM) to IARI. ICAR has clarified that Dr. Rao was serving as the Director of NAARM at the time of his selection for the IARI position. The organization states that there are established provisions that allow for the relieving of an official while they are on tour, as such employees remain on official duty.

Dr. Rao officially took charge of his new role only after being formally relieved from his previous position. ICAR emphasizes that all procedures followed in this transition were in accordance with stipulated office protocols, including approvals via email and e-Office systems. The organization deems the characterization of these procedures as “abrupt” or “unprecedented” to be defamatory and indicative of a lack of understanding of the established processes.

Call for Accountability and Transparency

ICAR has expressed concern over the distortion of facts and misrepresentation of its recruitment processes. The organization believes that these allegations are not only unfounded but also serve to tarnish its reputation. ICAR has called for a public apology from those spreading misinformation, asserting that such actions are motivated by personal interests rather than a genuine concern for the integrity of the organization.

ICAR remains committed to maintaining transparency and accountability in its operations. The organization encourages open dialogue and constructive criticism but firmly stands against unfounded allegations that threaten its credibility. As it continues to lead agricultural research in India, ICAR aims to uphold the highest standards of integrity in all its endeavors.
