Government Urges States to Protect Workers from Heat Waves
The Ministry of Labour & Employment has taken decisive action to protect workers across the country from the increasing risks posed by rising temperatures and heat wave conditions. In recent advisories sent to all States and Union Territories (UTs), the Ministry stressed the importance of implementing immediate preventive and mitigation measures aimed at safeguarding labourers, especially those in outdoor and labour-intensive jobs.
In a communication directed towards Chief Secretaries and Administrators, the Ministry highlighted a need for a coordinated, multi-sectoral approach to worker safety. The advisories prompt States and UTs to ensure that employers and industry leaders adhere to specific safety measures designed to protect workers from heat-related illnesses.
Key Recommendations for Worker Safety
Among the recommendations, the Ministry urges States to consider modifying work schedules, allowing for re-scheduling of hours to avoid peak heat times. Additionally, they must ensure that adequate drinking water facilities are accessible, along with designated rest areas and measures for cooling workplaces. Emergency provisions, including ice packs and materials for heat illness prevention, are also advised, particularly for construction sites and other intensive work environments.
Furthermore, factory and mine supervisors are encouraged to offer greater flexibility to their workforce during extreme heat, which could include slowing work pace and forming two-person teams for continuous tasks where necessary. Special emphasis is placed on protecting vulnerable groups like construction workers, daily wage earners, and casual labourers.
Awareness Campaigns and Training Initiatives
To maximize outreach and ensure workers are informed, States and UTs are encouraged to organize awareness campaigns in labour hubs and public areas. By displaying informative posters and banners that convey heatwave safety measures and emergency contact details, they aim to educate the workforce effectively.
The Directorate General of Training and the National Board for Workers’ Education are also advised to facilitate training sessions focused on heatwave impacts, safe work practices, recognition of heat stress symptoms, and emergency response protocols.
Healthcare and Compliance Monitoring
In addition, healthcare facilities associated with the Employees’ State Insurance Corporation and the Directorate General of Labour Welfare are instructed to set up dedicated help desks for heat stroke cases, ensuring they maintain adequate stocks of oral rehydration solutions, ice packs, and other essential items.
Compliance monitoring is another critical aspect of the advisories. Enforcement agencies, including the Chief Labour Commissioner and the Directorate General of Mines Safety, have been tasked with overseeing adherence to legal provisions regarding safe working conditions and health check-ups for workers.
Lastly, organizations like the Employees’ Provident Fund Organisation and National Career Service are reminded to ensure sufficient cooling, ventilation, and drinking water supply during their outreach programs.
The Ministry has emphasized the necessity of timely interventions and ongoing monitoring to maintain the health and safety of workers, particularly as the summer season intensifies.
