Government Sets Minimum Support Prices to Aid Farmers
Every year, the government defines Minimum Support Prices (MSPs) for 22 key agricultural crops, a crucial component of its agricultural policy. This process, grounded in the recommendations from the Commission for Agricultural Costs & Prices (CACP), takes into account the insights of various state governments and central ministries. The CACP evaluates several factors such as production costs, demand-supply dynamics, market prices, and the overall economic impact before finalizing these prices.
The MSP framework aims to support crucial crops that are essential for food security, have a long shelf life, and are widely cultivated. Maintaining a margin of at least 50 percent over production costs is a fundamental aspect of determining these prices, ensuring that farmers receive fair compensation for their crops.
Government Procurement Strategies
To implement its MSP policy effectively, the government mobilizes the Food Corporation of India (FCI) and designated state agencies to procure cereals and coarse cereals after the MSP announcement. For pulses, oilseeds, and copra, procurement falls under the Price Support Scheme, part of the broader Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA). This initiative enables timely consultation with state governments to support farmers in cases where market prices dip below the MSP.
The National Agricultural Cooperative Marketing Federation of India Ltd (NAFED) and the National Co-operative Consumers’ Federation of India Ltd. (NCCF) serve as procurement agencies under the PM-AASHA Scheme. Moreover, crops like cotton and jute have designated procurement bodies, namely the Cotton Corporation of India (CCI) and the Jute Corporation of India (JCI), ensuring a structured support mechanism through MSP.
Farmer Choices and Benefits
Farmers are given the flexibility to sell their produce either to government procurement agencies or on the open market, allowing them to choose the most advantageous option for their financial wellbeing. This dual selling option empowers farmers, giving them the freedom to capitalize on market conditions as they see fit.
This vital information regarding the government’s MSP framework was relayed by Minister of State for Agriculture and Farmers Welfare, Shri Ramnath Thakur, during a written response in the Rajya Sabha today, underscoring the government’s ongoing commitment to supporting the agricultural sector and enhancing farmer welfare.
