Government of India Ministries/Departments Prepare for Implementation of Special Campaign 5.0 from October 2-31, 2025

The Government’s Special Campaign 5.0, spearheaded by the Department of Administrative Reforms and Public Grievances, has officially commenced its implementation phase following a successful preparatory period. The campaign, which began on October 2, 2025, aims to enhance public service delivery and address grievances effectively. As of October 3, 2025, various ministries and departments have reported significant targets on the campaign’s portal, showcasing their commitment to improving governance and public engagement.

Campaign Overview and Objectives

The Special Campaign 5.0 is designed to streamline administrative processes and improve public service efficiency. The preparatory phase, which ran from September 15 to September 30, 2025, laid the groundwork for the implementation phase. During this time, ministries and departments were encouraged to set specific targets aimed at enhancing cleanliness, addressing public grievances, and ensuring timely reviews of records. The campaign emphasizes accountability and transparency in governance, with a focus on resolving pending matters and improving overall service delivery.

The campaign’s objectives include addressing public grievances, ensuring cleanliness in government offices, and reviewing physical and electronic files. The initiative also aims to foster collaboration among various government entities to achieve these goals effectively. By setting clear targets, the government seeks to create a more responsive and efficient administrative framework.

Targets and Achievements

As of October 3, 2025, a total of 81 ministries and departments have reported their targets on the Special Campaign 5.0 portal. Key achievements include the identification of over 7,22,541 cleanliness campaign sites and the resolution of 6,77,626 public grievances. Additionally, there have been 4,295 references from Members of Parliament and 774 parliamentary assurances addressed during this campaign.

The campaign also focuses on the review of physical files, with 28,77,084 records due for review and 15,84,984 electronic files submitted for assessment. The government aims to ease bureaucratic processes, with 494 rules identified for potential relaxation. These targets reflect a concerted effort to enhance the efficiency of public administration and improve citizen engagement.

Exhibition and Public Engagement

In conjunction with the campaign, the National Archives of India is hosting an exhibition titled “Sushasan aur Abhilekh,” which showcases records of historical significance accessed during previous campaigns. This exhibition will run from October 10, 2025, at the Dr. Ambedkar International Centre in New Delhi. It aims to highlight the importance of preserving historical records while promoting transparency in governance.

The campaign has also gained traction on social media, with over 2,128 tweets and infographics shared by various ministries and departments under the hashtag #SpecialCampaign5. This digital engagement reflects the government’s commitment to keeping the public informed and involved in the campaign’s progress.

Future Directions and Meetings

The fifth meeting with Nodal Officers for Special Campaign 5.0 took place on October 3, 2025, under the leadership of Shri V. Srinivas, Secretary of DARPG. This meeting aimed to review the targets set by ministries and departments and to strategize for the successful implementation of the campaign. Over 800 senior officers from 84 ministries and departments participated, demonstrating a strong commitment to achieving the campaign’s objectives.

The implementation phase of Special Campaign 5.0 will continue until October 31, 2025. The government is optimistic that this initiative will lead to significant improvements in public service delivery and foster a culture of accountability and responsiveness within the administration.
