Government Launches Vibrant Villages Programme for Border Development
The Indian government has initiated significant efforts to enhance the living standards in border areas through the Vibrant Villages Programme. Approved on February 15, 2023, the first phase, known as Vibrant Villages Programme-I (VVP-I), targets comprehensive development across 662 villages in 46 blocks located near the northern border, spanning 19 districts in Arunachal Pradesh, Himachal Pradesh, Sikkim, Uttarakhand, and the Union Territory of Ladakh.
Building on this initiative, the government introduced the Vibrant Villages Programme-II (VVP-II) on April 2, 2025. This second phase focuses on villages situated along the international land borders in 15 states and 2 union territories, excluding those covered by VVP-I. Under VVP-II, a total of 1,954 villages have been earmarked for development.
Project Funding and Implementation
VVP-I has already seen substantial financial backing, with the Ministry of Home Affairs (MHA) sanctioning ₹3,431 crore for 2,558 projects and works under this programme. These projects have been supported by various central ministries and departments, emphasizing a collaborative approach to rural development.
A breakdown of the project allocations by state reveals the focus areas for funding:
- Arunachal Pradesh: 2,082 projects, ₹2,749.74 crore
- Himachal Pradesh: 133 projects, ₹126.01 crore
- Ladakh (UT): 88 projects, ₹95.76 crore
- Sikkim: 63 projects, ₹188.9 crore
- Uttarakhand: 200 projects, ₹270.58 crore
Community Engagement and Activities
Beyond funding, VVP-I has catalyzed significant community involvement, with reports indicating over 8,500 activities completed as part of the programme. These initiatives include awareness campaigns, service delivery camps, training sessions, health and veterinary camps, and various cultural events promoting tourism.

- Himachal Pradesh: 1,016 activities
- Ladakh (UT): 2,221 activities
- Sikkim: 530 activities
- Uttarakhand: 1,836 activities
Reconnecting Communities
While a formal impact assessment is yet to be conducted, preliminary reports from the government of Arunachal Pradesh indicate a positive trend: residents appear to be returning to previously abandoned villages in border districts, such as Kurung Kumey, Dibang Valley, and Shi-Yomi.
The developments of the Vibrant Villages Programme have been disclosed by Minister of State in the Ministry of Home Affairs, Shri Nityanand Rai, in a written response to questions in the Lok Sabha, showcasing the government’s commitment to improving the livelihoods of those living in remote and border areas.
