Government Fosters Cultural Arts with Funding Over Three Years
The Indian Ministry of Culture has taken significant steps to support artists and organizations in the performing arts, including music, dance, and traditional arts, through financial assistance and fellowships over the past three years. The initiative, part of the **Kala Sanskriti Vikas Yojna (KSVY)**, aims to uplift cultural entities across the country, with specific attention to the state of Jharkhand.
To benefit from these programs, cultural organizations and individual artists must submit complete applications along with mandatory documents. These proposals are rigorously assessed by an Expert Evaluation Committee set up by the Ministry, which evaluates the merit of each proposal according to scheme guidelines and the artists’ cultural contributions.
The Ministry has consistently worked to broaden the reach of its initiatives aimed at invigorating artistic expression. This outreach is conducted through various platforms including newspapers, official websites, and social media channels. In addition, **Zonal Cultural Centres (ZCCs)** and the **Sangeet Natak Akademi (SNA)** regularly host cultural events that provide essential platforms for folk, tribal, and traditional artists to showcase their talents.
Despite these ongoing efforts, there are currently no new proposals to increase financial support for these components. The comprehensive details of funding distributions demonstrate a commitment to various cultural disciplines, as shown in an annexure provided by Union Minister for Culture and Tourism, Shri Gajendra Singh Shekhawat, during a recent session in the Rajya Sabha.
Funding Breakdown Across India
In the last three years, a wide range of financial assistance has been provided under KSVY. For instance, in the year 2022-23, 1,214 beneficiaries received over ₹78 million for the **Financial Assistance for Promotion of Guru Shishya Parampara** (Repertory Grant). This number surged to 1,882 beneficiaries in 2023-24, with a total distribution exceeding ₹101 million. Other schemes like the **Cultural Function and Production Grant** and **Financial Assistance for the Preservation of Cultural Heritage** have also seen substantial disbursements.
Focus on Jharkhand
In the state of Jharkhand, the impact of these funding initiatives is evident. In 2022-23, the state benefited from grants aimed at promoting the Guru Shishya Parampara, with funds amounting to ₹69.18 lakh for 13 beneficiaries, showcasing the Ministry’s commitment to local culture. Notably, the provision for **Financial Assistance for Veteran Artists** has supported 7 individuals with a total of nearly ₹4 lakh.
As the Ministry continues to prioritize cultural development, the landscape for artists across India, including Jharkhand, appears promising.
