Government Expands RELIEF Program to Aid Exporters in New Regions
The Indian government has announced an expansion of its RELIEF initiative, adapting to the changing geopolitical climate in West Asia and its consequent effects on maritime logistics. This move broadens the list of eligible destinations, enhancing support for Indian exporters facing challenges due to rising freight costs and insurance premiums linked to disruptions in the Gulf region.
Launched on March 19, 2026, RELIEF—an acronym for Resilience & Logistics Intervention for Export Facilitation—serves as a crucial intervention under the Export Promotion Mission (EPM). It aims to assist exporters who have been severely impacted by surges in shipping expenses and war-related risks. The support offered spans the entire export process, catering to both shipments that have already occurred and future export activities.
Enhanced Support for Exporters
The implementation of RELIEF is spearheaded by the Export Credit Guarantee Corporation (ECGC). This initiative includes multiple forms of assistance, such as backing for insured exporters, assistance in obtaining insurance for upcoming shipments, and reimbursement for eligible micro, small, and medium enterprises (MSMEs) grappling with extraordinary shipping costs.
With the latest enhancement, countries such as Egypt and Jordan have been added to the list of approved destinations for shipments moving into these markets or being transshipped through them. This strategic addition allows Indian exporters to navigate new opportunities amidst the ongoing disruptions.
Clarification on Insurance Support
On April 15, 2026, the government issued a Policy Circular that clarified components of RELIEF, particularly Component II, which concerns insurance support from the ECGC. The update states that exporters who secure a new ECGC Whole Turnover Policy on or after March 16, 2026, will now be eligible for this insurance support. This measure aims to encourage new policy holders and offer clearer guidelines for participation in the program.
These developments highlight the government’s proactive approach to address the dynamic trade and logistics landscape in the region. By expanding the RELIEF framework, the government reaffirms its commitment to supporting Indian exporters during these uncertain times.
