Government Boosts MSME Exports with New Initiatives
The Ministry of Micro, Small and Medium Enterprises (MSME) has unveiled several key initiatives aimed at enhancing the export potential of MSMEs in India. These efforts include the implementation of the “International Cooperation Scheme” and the newly approved “Export Promotion Mission (EPM),” designed to provide vital financial assistance and resources to small enterprises seeking to expand their reach in the global market.
Under the International Cooperation Scheme, the government is committed to supporting MSMEs by facilitating their participation in international exhibitions, fairs, and buyer-seller meetups. This program also aids in organizing international conferences, seminars, and workshops domestically. Notably, first-time Micro and Small exporters are eligible for financial aid which includes Registration-cum-Membership Certification (RCMC) assistance, export insurance premiums, as well as testing and quality certification needed for exports. This scheme aims to keep MSMEs competitive amid changing technologies and evolving market demands. Over the past five years, from 2020-21 to 2024-25, 1,361 MSMEs have reaped the benefits of this initiative.
Comprehensive Export Support
On 12 November 2025, the government launched the Export Promotion Mission (EPM), which provides a robust framework to enhance the nation’s export ecosystem. With a budget of Rs. 25,060 crore allocated from fiscal year 2025-26 to 2030-31, the mission aims to create a digitally driven, flexible approach to export promotion. It encompasses support initiatives like NIRYAT PROTSAHAN, which fosters trade finance for MSME exporters, and NIRYAT DISHA, which offers non-financial support necessary for improving market readiness and increasing competitiveness. This includes guidance on export quality compliance, assistance with international branding, logistics, trade intelligence, and capacity building.
Enhancing Cluster Development
The Micro and Small Enterprises Cluster Development Programme (MSE-CDP) further complements these initiatives by adopting a cluster-based approach to enhance the productivity and competitiveness of micro and small enterprises. The government provides funding for establishing Common Facility Centres (CFCs) within existing clusters, as well as for upgrading industrial areas, estates, and flatted factory complexes. In recent years, 190 projects have received approval as part of cluster development efforts, which includes the establishment of 82 CFCs and the enhancement of 108 infrastructure development projects.
MSME Export Trends
Recent data indicates a positive trend in MSME-related exports, with the sector’s contribution to overall merchandise exports rising substantially from 45.74% in 2023-24 to 48.55% in 2024-25, measured in USD terms. This upward trajectory highlights the growing significance of the MSME sector in India’s trade landscape.
