Global Dialogue on Artificial Intelligence Launched to Promote Safe Systems, Says Secretary-General

UN Secretary-General Antรณnio Guterres has launched the Global Dialogue on Artificial Intelligence (AI) Governance during a high-level meeting in New York. This initiative marks a significant step in establishing a global framework for AI governance, building on the Global Digital Compact adopted a year ago. Guterres emphasized the need for a collaborative approach to manage the rapid advancements in AI technology, focusing on three key pillars: policy, science, and capacity.
Establishing a Global Framework for AI Governance
During his remarks, Guterres highlighted the importance of the Global Dialogue on AI Governance as a platform for international collaboration. He noted that the dialogue represents a shift from theoretical principles to practical applications in AI governance. The United Nations serves as a unique venue for this initiative, allowing every country to participate in discussions about the implications of AI technology. Guterres praised the leadership of Costa Rica and Spain for their roles as co-facilitators and acknowledged the spirit of compromise among member states. He stressed that the focus is no longer on whether AI will change the world but on how to govern that change collectively.
The goals of the Global Dialogue are clear: to create safe and trustworthy AI systems grounded in international law and human rights, promote interoperability among governance frameworks, and encourage open innovation. This initiative aims to foster an environment where governments, industries, and civil society can collaborate on common solutions, ensuring that innovation is guided by shared standards and objectives.
Integrating Science into AI Governance
Guterres introduced the second pillar of the AI governance framework: science. He announced the establishment of the International Independent Scientific Panel on AI, which will play a crucial role in providing independent insights into the opportunities and risks associated with AI technologies. The panel will consist of 40 experts from various fields and regions, tasked with assessing the impacts of AI and offering evidence-based recommendations.
This scientific panel is intended to serve as an early warning system, helping policymakers navigate the complexities of AI. By separating factual information from misinformation, the panel will support the Global Dialogue and assist the international community in anticipating challenges posed by AI advancements. Guterres emphasized that informed policy dialogue is essential in an era characterized by rapid technological disruption.
Building Capacity for AI Development
The third pillar of the AI governance framework focuses on capacity building. Guterres recently submitted a report outlining financing options to address the AI divide in areas such as computing power, data access, research, and education. The report proposes innovative approaches, including philanthropic funding and shared regional centers of excellence, to enhance AI capacity globally.
In his remarks, Guterres expressed his intention to consult with member states and potential partners to establish a Global Fund for AI Capacity Development. This fund aims to provide the necessary resources to bridge the gap in AI capabilities across different regions, ensuring equitable access to AI technologies and fostering collaboration in research and development.
Collaborative Efforts for a Sustainable AI Future
Guterres concluded his address by reiterating the importance of the three pillarsโpolicy, science, and capacityโin shaping the future of AI. He called for ongoing engagement and cooperation among all stakeholders to build trust, reduce inequalities, and accelerate progress in AI governance. The trajectory of AI will depend on the collective readiness to listen, adapt, and work together across borders and disciplines.
As the Global Dialogue on AI Governance takes shape, Guterres urged participants to continue asking challenging questions and seek common ground. He emphasized the need for evidence-based decision-making to ensure that the development of AI serves humanity’s best interests, fostering a future where technology is developed by and for the benefit of all.
