The Ministry of Tribal Affairs (MoTA) of the Government of India recently hosted a significant symposium aimed at developing a startup ecosystem for Scheduled Tribes. Prime Minister Narendra Modi has consistently emphasized the importance of building an Atma Nirbhar Bharat (Self-Reliant India) and Atma Nirbhar Tribals. This vision is part of a broader agenda to uplift marginalized communities and integrate them into the mainstream economy. The development of a robust startup ecosystem among Scheduled Tribes is a key focus under MoTA’s 100-day agenda.
To initiate this transformative journey, MoTA has engaged in extensive brainstorming sessions with leading institutions such as IIM Calcutta and IIT Delhi. These discussions aim to ensure that the initiatives have a grassroots impact. A notable step in this direction is the establishment of a Venture Capital Fund for Scheduled Tribes, which has an initial corpus of โน50 crore. This fund is designed to promote entrepreneurship and innovation within tribal communities, paving the way for sustainable economic development.
The Symposium: A Platform for Change
Held in Delhi on January 28, 2025, the symposium served as a platform for thought leaders and stakeholders to explore ways to uplift tribal entrepreneurs. The event was chaired by Shri Vibhu Nayar, Secretary of the Ministry of Tribal Affairs. It featured participation from industry leaders, including representatives from Indian Angel Network, SIDBI, and Aavishkaar Capital, among others.
During the symposium, discussions focused on various approaches to catalyze investments in tribal-led startups. The symposium concluded with several key recommendations aimed at strengthening the startup ecosystem for tribal entrepreneurs. These recommendations include:

- Grassroot Training Programs: Conducting targeted capacity-building programs at the village level.
- Institutional Frameworks: Developing streamlined and inclusive frameworks for startups to thrive.

- Microfund Support: Establishing micro funds for incubation-stage startups.
- Sectoral Focus: Identifying specific industries with high potential for tribal empowerment, such as agriculture and handicrafts.
- Support for Sunrise Sectors: Promoting Fund of Funds (FOF) models to channel investments into innovative sectors.These recommendations highlight the need for a collaborative approach to empower tribal entrepreneurs. By focusing on capacity building and market access, the government aims to unlock the immense potential of tribal communities.
