Empowering Minorities: PM VIKAS Launched for Socio-Economic Growth

The Ministry of Minority Affairs has kicked off an ambitious initiative known as Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS). This centrally sponsored scheme targets the socio-economic empowerment of six notified minority communities across India. The core focus areas include non-traditional and traditional skilling, promoting women leadership and entrepreneurship, enhancing education through the National Institute of Open Schooling, and infrastructure development via the Pradhan Mantri Jan Vikas Karyakram.

Following the approval of the scheme’s guidelines in January 2025, the implementation phase has officially commenced this financial year. The government has earmarked significant budget allocations for this project, with Rs. 255.43 crores designated for 2024-25 and an increased Rs. 267.29 crores for 2025-26, reflecting the commitment to this vital cause.

Grants and Implementation Support

As PM VIKAS operates under a Central Sector Scheme, funds are not distributed directly to state governments; instead, the Ministry invites proposals from eligible agencies through central government departments and state/UT governments for nationwide implementation. This structured approach aims to streamline support and resources needed to achieve the scheme’s objectives effectively.

Training and Targeted Beneficiaries

Project Implementing Agencies (PIAs) have been tasked with a target to train approximately 1.51 lakh beneficiaries across the country. A detailed breakdown of beneficiary allocations by state and Union Territory is provided, ensuring a clear overview of the scheme’s reach. For instance, Uttar Pradesh is slated to receive training support for 18,080 beneficiaries, while states like Assam and Jammu & Kashmir have allocations of 12,020 and 14,960 beneficiaries, respectively.

Challenges Ahead

Despite the positive start, the implementation phase has only just begun. As the scheme progresses, the Ministry anticipates identifying and addressing any potential challenges that may arise. The government remains dedicated to closely monitoring this initiative, ensuring it successfully meets its goals of empowering minority communities through diverse skill development and educational opportunities.

This comprehensive plan, as outlined by Union Minister of Minority Affairs Shri Kiren Rijiju in a written response in the Rajya Sabha, underscores the government’s commitment to fostering inclusive growth and improving the socio-economic conditions of marginalized groups across India.
