Empowering Local Governance: RGSA Training Initiative in Uttar Pradesh
The Revamped Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) is set in motion for the financial year 2022-23 with a special focus on enhancing the capabilities of Panchayati Raj Institutions (PRIs) across India, including the Gorakhpur district in Uttar Pradesh. This initiative aims to equip elected representatives and stakeholders with the necessary training to strengthen their governance skills and improve the effectiveness of Gram Panchayats.
Under this scheme, a wide array of training sessions is provided, which includes basic orientation, refresher courses, and thematic training. Participants also receive specialized instruction encompassing Management Information Systems (MIS) and various digital platforms, such as the e-Gram Swaraj Portal, as outlined in state-specific Annual Action Plans approved by the Central Empowered Committee (CEC).
Training and Participation in Uttar Pradesh
As reported on the Training Management Portal (TMP), a significant number of 261,263 individuals have participated in various training programs across Uttar Pradesh during the fiscal year 2025-26. This figure includes 1,228 trainees from different block-level institutes focusing on skills related to MIS and digital platforms. However, it is noteworthy that no training related to MIS or the e-Gram Swaraj Portal has been documented in Gorakhpur’s District Institute, which highlights potential gaps in local capacity-building efforts.
Enhancements Through E-Governance
The Ministry has also evaluated the e-Governance initiatives implemented under the RGSA, conducted by the Institute of Rural Management Anand (IRMA). The assessment revealed a significant improvement in the adoption of digital platforms for various administrative processes, including planning, accounting, and auditing. This shift has led to enhanced transparency, better financial management, and improved service delivery from local governance bodies.
While specific district-level evaluations are not maintained by the Ministry, the overall progress of digital initiatives can be gauged through various indicators. These include reduced processing times for plans and payments, online accessibility of Panchayat plans and transactions, auditable financial data, and increased public access to information through digital channels.
Gorakhpur’s Digital Development Plans
According to the Ministry’s data regarding the e-GramSwaraj, all Gram Panchayats in Gorakhpur are actively engaging in the preparation of their development plans using the e-GramSwaraj portal. Moreover, they have integrated with the e-GramSwaraj-PFMS interface to facilitate online payments to vendors. This marks a significant stride towards harnessing digital solutions to empower local governance.
