Empowering Fisherwomen: ₹72 Lakh Subsidy for Puducherry Cooperative

The Government of India is taking significant steps to enhance the livelihoods of fisheries cooperatives through its Pradhan Mantri Matsya Sampada Yojana (PMMSY) scheme. A notable highlight is the recent approval of ₹72 lakh in subsidies for the Sri Sengazhaneeramman Fisherwomen Cooperative Society located in Puducherry. This funding will be used for acquiring a modern deep-sea fishing vessel along with necessary accessories, thereby opening new opportunities for these dedicated fisherwomen.

In addition to the subsidy, the National Cooperative Development Corporation (NCDC) has provided ₹88 lakh as term loan assistance, further bolstering the cooperative’s capacity to implement this transformative project. This financial backing is expected to significantly improve the operational capabilities of the fisherwomen cooperative. By gaining access to a state-of-the-art deep-sea vessel, the cooperative members can expand their fishing activities and enhance their economic resilience.

Advancing India’s Blue Economy

This initiative not only empowers the fisherwomen but also aligns with the Indian government’s broader strategy of strengthening fisheries cooperatives under the motto “Sahkarita Se Samriddhi” or “Prosperity through Cooperation.” The government envisions cooperatives as vital players in driving inclusive growth within the country’s emerging blue economy. This initiative is set to enhance India’s deep-sea fishing capacity and facilitate technological advancements, making it a significant contribution to sustainable fishing practices.

Recent developments reflect the government’s commitment to this vision. On 27 October 2025, Union Home Minister and Minister of Cooperation, Shri Amit Shah, inaugurated deep-sea fishing vessels at Mazgaon Dock, Mumbai. This event spotlighted the government’s dedication to strengthening the blue economy and promoting self-reliance through cooperative models. The financial sanction to the Sri Sengazhaneeramman Fisherwomen Cooperative Society is part of a national effort to expand deep-sea fishing activities in Puducherry and across India.

Supporting Cooperative Initiatives

The Department of Fisheries is keen on enhancing cooperative participation in the management of fishing harbours. On World Fisheries Day, 21 November 2025, ministers introduced the Standard Operating Procedure (SOP) for developing Smart and Integrated Fishing Harbours. This SOP is designed to ensure that cooperatives can play a more significant role in managing harbour facilities, guaranteeing fair access and improved governance.

Moreover, a Joint Task Force consisting of members from the Department of Fisheries and the Ministry of Cooperation is actively working to empower fisheries cooperatives. Their goal is to improve institutional capacity, increase access to infrastructure, and expand opportunities for fishing communities through cooperative-led models.

Regulating Sustainable Practices

As part of its dedication to creating a prosperous blue economy, the Government of India published new rules on 4 November 2025 for the sustainable harnessing of fisheries in the Exclusive Economic Zone (EEZ). These rules prioritize fishermen cooperative societies and Fish Farmer Producer Organizations (FFPOs) in deep-sea fishing operations, enhancing the sector’s ability to contribute to seafood exports while emphasizing sustainable practices.

The fisheries sector is a cornerstone of India’s economy, supporting nearly three crore livelihoods, particularly among coastal and marginalized communities. Recognized as a Sunrise Sector, Indian fisheries have experienced significant growth driven by policy reforms that focus on increasing production and promoting exports. The recent initiatives underline a commitment to advancing this vital sector while ensuring the sustainability of its practices.
