Election Commission Trains Officers for Upcoming West Bengal Assembly Polls
The Election Commission of India (ECI) initiated a comprehensive training program for the 294 Returning Officers (ROs) responsible for overseeing the West Bengal Legislative Assembly elections in 2026. This crucial training took place today at the Divisional Headquarters across various regions including Jalpaiguri, Malda, Presidency, Burdwan, and Medinipur Divisions.
During a recent review visit on March 9, 2026, Chief Election Commissioner Shri Gyanesh Kumar emphasized the importance of conducting the elections in West Bengal in a manner that is free from violence, intimidation, and inducements. His message underscored the Commission’s commitment to ensuring that every voter can exercise their right to vote without any fear or favoritism.
Training Covers Key Election Processes
The training program involved National Level Master Trainers alongside senior ECI officials, who elaborated on various critical aspects of the electoral process. Topics included the nomination procedure, scrutiny of nominations, qualifications and disqualifications of candidates, the Model Code of Conduct (MCC), withdrawal of candidatures, symbol allotment, arrangements for polling day, and counting of votes.
A significant point of emphasis was on ensuring that Returning Officers verify that Presiding Officers (POs) provide signed copies of Form 17C at the close of the polls. This form contains essential details regarding the votes recorded by each polling agent.
Presiding Officer Module and Voter Tracking
Additionally, the training highlighted the use of the Presiding Officer module in the ECINET application. Through this module, POs are required to upload voter turnout data every two hours and at the end of polling. This information will be compiled at the RO level, offering a near real-time view of voting trends.
This training initiative is supplementary to ongoing sessions organized by the Chief Electoral Officer of West Bengal, aiming to bolster the readiness of officials ahead of the elections.
Roles and Responsibilities of Returning Officers
In alignment with the Representation of the People Act, 1951, the Election Commission designates Returning Officers for each constituency to uphold lawful electoral practices. These officers operate under the supervision and guidance of the Commission throughout the election period, ensuring a structured and fair election process.
