DTNBWED and UPBOCWWB Collaborate to Provide Skill Development Training for Construction Workers
The Dattopant Thengadi National Board for Workers Education & Development (DTNBWED) has signed a significant Memorandum of Understanding (MoU) with the Uttar Pradesh Building and Other Construction Workers Welfare Board (UPBOCWWB). This partnership aims to enhance the skills of construction workers through the Recognition of Prior Learning (RPL) program. The initiative is set to benefit thousands of workers in Uttar Pradesh, providing them with essential training and support to improve their employability.
Details of the MoU Signing Ceremony
The MoU was officially signed during a ceremony attended by key officials from both organizations. Colonel Neeraj Sharma, the Director General of DTNBWED, and Ms. Pooja Yadav, IAS, Secretary of UPBOCWWB, were the signatories. The event also saw the presence of Ms. Vandana Gurnani, Secretary of the Ministry of Labour & Employment, along with other senior officials from the Ministry and the state government. This collaboration marks a crucial step towards enhancing the welfare of construction workers in the region.
Implementation of the RPL Program
Under this agreement, DTNBWED will serve as the Project Implementation Agency for the first phase of the RPL training program. This phase aims to train 100,000 registered workers across seven districts in Uttar Pradesh, with plans to expand to 200,000 workers in subsequent phases statewide. The training will consist of a structured 120-hour program designed to align workers’ skills with the standards set by the National Council for Vocational Education and Training (NCVET). Upon successful completion, workers will receive wage loss compensation directly credited to their bank accounts, providing both financial support and motivation for their upskilling efforts.
Training and Monitoring Mechanisms
DTNBWED will collaborate with its official training partners to facilitate the training process. This includes mobilizing workers for fast-track registration, delivering on-site and camp-based training, and implementing computer-based biometric attendance systems. A live digital dashboard will be used to maintain transparent records, integrated with UPBOCWWB for real-time monitoring. The project will also involve joint oversight by senior government officials to ensure quality and effectiveness through spot checks and periodic reviews.

This MoU signifies a shared commitment between DTNBWED and UPBOCWWB to improve the welfare of India’s construction workforce. By enhancing skill recognition and employability, the collaboration aims to create a positive impact on the lives of unorganized sector workers in Uttar Pradesh.
