Dr. Mansukh Mandaviya to Chair National Conference on Labour & Employment
Dr. Mansukh Mandaviya, the Union Minister of Labour & Employment and Youth Affairs & Sports, is set to lead a significant two-day conference in New Delhi on November 11 and 12, 2025. This gathering, titled the “National Conference of Labour & Employment and Industry Ministers and Secretaries of States/UTs,” aims to enhance collaboration among all 36 States and Union Territories. The conference will focus on advancing key areas in labour and employment, with participation from various government officials, including Minister of State for Labour & Employment, Ms. Shobha Karandlaje, and Secretary (Labour & Employment), Ms. Vandana Gurnani.
Strengthening Collaboration Across States
The upcoming national conference, organized by the Ministry of Labour and Employment, seeks to strengthen cooperation among the states and union territories. The discussions will revolve around accelerating progress in essential labour and employment sectors. Each state and union territory will have the opportunity to present their innovative reforms and best practices, fostering a spirit of cooperative federalism. This collaborative approach aims to ensure that all regions are aligned in their efforts to improve labour conditions and employment opportunities.
A central theme of the conference will be the Pradhan Mantri Viksit Bharat Rojgar Yojana (PMVBRY). The active involvement of states in outreach efforts and aligning their employment programs with this national initiative will be crucial. The conference will also address the goal of universalizing social security. This will involve discussions on harmonizing data sharing mechanisms and integrating state welfare schemes with central digital platforms, such as the e-Shram portal. These efforts are aimed at creating a more cohesive and efficient system for delivering social security benefits to workers.
Launch of Digital Tools for Welfare Delivery
One of the anticipated outcomes of the conference is the introduction of significant digital tools designed for the Building and Other Construction Workers (BOCW) sector. The Digital Labour Chowk application and software for the online collection of BOCW cess will be launched to formalize and streamline welfare delivery. These tools are expected to enhance the efficiency of welfare programs and ensure that benefits reach the intended recipients in a timely manner.
The agenda will also include sessions where states and union territories can showcase their pioneering reforms and best practices. Discussions will focus on enhancing employability through the promotion of the National Career Service (NCS) portal at the state level. Additionally, new legislative and policy initiatives from the Ministry of Labour & Employment will be reviewed with representatives from state governments. The overarching goal of this collaborative forum is to establish a cohesive legal and administrative framework across the nation, ultimately benefiting both workers and employers and driving inclusive growth in India.
