DoT Presents Telecom-Powered Mobility Digital Twin for Enhanced Transport Planning

The Department of Telecommunications (DoT) recently unveiled its innovative Digital Twin with AI-Driven Insights Initiative at the India Mobile Congress 2025. This groundbreaking initiative aims to revolutionize infrastructure planning and management in India by integrating telecommunications, computing, and sensing technologies. By providing planners with enhanced visibility and predictive capabilities, the initiative seeks to facilitate informed decision-making and optimize utility assessments before finalizing infrastructure projects.

Engagement at the Digital Twin Exhibit

The DoT’s Digital Twin exhibit garnered significant attention during the four-day India Mobile Congress 2025, attracting a diverse audience that included policymakers, urban planners, and experts in artificial intelligence and machine learning. Collaborating with major telecom operators and original equipment manufacturers (OEMs) such as Reliance Jio, Bharti Airtel, and Nokia, the exhibit showcased three primary use cases that highlight the potential of telecom data in urban planning.

One of the key demonstrations focused on Urban Mobility Insights derived from telecom data. This presentation illustrated how mobility data can generate real-time insights into travel patterns, particularly in urban areas like New Delhi. By analyzing corridors such as Vasant Kunj and Central Vista, the initiative revealed authentic commuting behaviors and identified popular dwelling hotspots. This information is invaluable for metro and transport agencies, enabling them to make data-driven decisions regarding station catchment areas and investment planning.

Tourism and Traffic Management Insights

Another significant use case presented at the exhibit was the application of telecom data to derive Tourism Insights. Using Ayodhya as a case study, the initiative demonstrated how mobility statistics can provide hourly and daily insights into tourist flows, preferred travel modes, and accommodation choices. This analysis helps planners understand movement patterns, whether for direct visits to pilgrimage sites or as part of broader tourism circuits. The insights gained can guide improvements in tourism infrastructure and services, enhancing the overall visitor experience.

Additionally, the exhibit showcased advancements in Connected Traffic and Green Corridor Coordination. A demonstration developed in partnership with a telecom OEM illustrated how edge computing and computer vision analytics can facilitate intelligent traffic management. The system can dynamically create green corridors for priority vehicles, reducing delays while minimizing disruptions to regular traffic. This capability exemplifies the potential of telecom-powered systems to enhance real-time traffic coordination.

Roundtable Discussion on Future Planning

In conjunction with the exhibit, the DoT hosted a high-level Roundtable titled “Planning That Thinks Ahead.” Chaired by Shri R. N. Palai, Member (Technology) of the Digital Communications Commission, the session featured discussions on the economic benefits of clarity in public infrastructure planning. Panelists included experts from various sectors, emphasizing the need for immediate action to leverage existing technology and data.

The discussions highlighted three key priorities for accelerating progress in infrastructure planning: incentivizing quality data contributions, ensuring policy certainty through regulatory provisions, and enabling innovation through cross-sectoral pilots. These priorities aim to strengthen state capabilities for evidence-based and agile planning, ultimately enhancing the effectiveness of public infrastructure projects.

Building a Data-Driven Future

Under the Sangam Initiative, the DoT is establishing a Regulatory-cum-Innovation Sandbox to co-create AI models, data frameworks, and digital twin toolkits in collaboration with industry and academic partners. This initiative aims to foster secure and interoperable co-development, paving the way for institutionalized, data-driven planning practices.

The DoT is also working closely with the Ministry of Housing and Urban Affairs to utilize telecom mobility insights and digital twin technologies for transforming urban mobility planning. This collaboration marks the beginning of a new phase of innovation and implementation in urban infrastructure. The showcase at IMC 2025 represents a significant step toward integrating telecom-powered Digital Twins into agile, citizen-led infrastructure planning, ultimately shaping a future that is informed by real-time data and predictive analytics.
