DILRMP 3.0 Launched to Modernize India’s Land Records
In a significant move aimed at transforming land administration, Union Minister for Rural Development, Shri Shivraj Singh Chouhan, launched the Operational Guidelines for the Digital India Land Records Modernisation Programme (DILRMP) 3.0 during a hybrid event at Krishi Bhawan. This launch, which connected State Revenue and Registration Ministers, Principal Secretaries, and senior officials via video conferencing, signifies a major step forward in improving the Ease of Living for millions of rural citizens and property owners across India.
Addressing the attendees, Chouhan emphasized the emotional and familial ties that land in India holds, claiming that “Land is not just a piece of soil; it is the pride of our farmers, the blessing of our ancestors, and the identity of future generations.” This initiative aims to enhance accessibility and accuracy in land documentation, ensuring that farmers can secure institutional credit seamlessly without the hassle of repeated visits to government offices.
Enhanced Features of DILRMP 3.0
The earlier phases of DILRMP achieved remarkable milestones, including digitizing 99.90% of Records of Rights (RoRs) and 97% of cadastral maps, along with computerization of 99% of Sub-Registrar Offices (SROs). With DILRMP 3.0, the focus has shifted from isolated digitization to a cohesive system integration.
Minister of State for Rural Development, Dr. Chandra Sekhar Pemmasani, pointed out that this new version will tackle persistent legacy challenges by prioritizing spatial accuracy and interoperability across various departments. The Secretary of the Department of Land Resources (DoLR), Shri Narendra Bhooshan, welcomed participants and highlighted that DILRMP 3.0 represents a significant evolution towards creating an integrated Digital Public Infrastructure (DPI) for land administration.
Core Components of the Program
Key features of DILRMP 3.0 include the GIS-enabled ‘Land Stack,’ which will unify various layers of land information, such as georeferenced maps and property registrations. Each state can establish its own Land Stack, forming a **National Land Stack** that allows for seamless information exchange while maintaining local data control.
The programme will introduce the Universal Bhu-Aadhaar (ULPIN), a unique 14-digit identifier for every land parcel aimed at eliminating property fraud. Additionally, 75 high-traffic Sub-Registrar Offices will be revamped into Registration Seva Kendras (RSKs) that prioritize citizen comfort and efficiency.
Other notable initiatives include the systematic scanning of historical property records to safeguard inheritance rights, a secure digital repository for ownership verification, and a modernized Revenue Court Case Management System (RCCMS) designed to expedite case resolutions.
Finally, the DILRMP 3.0 encompasses an accelerated urban land mapping project (NAKSHA) aimed at generating accurate GIS-based urban land records and issuing Urban Property Cards.
Implementation and Oversight
This ambitious program will receive complete central funding and will be executed across all States and Union Territories through a phased and performance-linked strategy. Real-time monitoring of progress will be facilitated via an enhanced DILRMP-MIS dashboard managed by the Project Sanctioning & Monitoring Committee (PS&MC). The event culminated with a vote of thanks from the Director of the Department of Land Resources.
