Department of Drinking Water and Sanitation Concludes Discussions on Upgraded Rural Piped Water Supply Schemes Module

The Department of Drinking Water and Sanitation (DDWS) under the Ministry of Jal Shakti has made significant progress in enhancing service delivery and sustainability in rural water governance. Today, they showcased the upgraded Rural Piped Water Supply Schemes (RPWSS) module, marking a pivotal step towards digital transformation in this sector. The initiative aims to improve transparency, accountability, and efficiency in managing rural water supply systems across India.

Key Meeting Highlights

The recent meeting, chaired by Secretary Ashok K. K. Meena, brought together key officials from the DDWS, including Additional Secretary Kamal Kishore Soan and Joint Secretary Swati Meena Naik. Senior representatives from various states and Union Territories, such as Karnataka, Punjab, Ladakh, Sikkim, and Lakshadweep, participated both in person and virtually, with over 1,000 attendees joining the session online. During the meeting, Secretary Meena emphasized that the new RPWSS module will serve as a cornerstone for the Jal Jeevan Mission, facilitating a digital registry for rural water supply schemes. He introduced the concept of unique RPWSS IDs, which will provide a digital identity for each scheme, enhancing transparency and enabling effective monitoring and maintenance.

Commitment to Data Integrity

The officials reiterated the importance of creating unique RPWSS IDs for each water supply scheme to ensure accountability in implementation. Kamal Kishore Soan highlighted the need for a verified, data-driven approach to manage operations and maintenance effectively. Joint Secretary Swati Meena Naik welcomed participants and stressed the significance of establishing a structured digital framework for rural water management. States and Union Territories committed to accurately reflecting all rural water supply assets on the new portal, emphasizing their collective responsibility to build a reliable national database for rural water systems.

Empowering Local Governance

The upgraded RPWSS module is designed to empower local governance structures, such as Panchayats and Village Water & Sanitation Committees (VWSCs). By providing access to real-time, verified data on water systems, these local bodies can monitor functionality, track water quality, and make informed decisions regarding operations and maintenance. This initiative aims to strengthen decentralized governance and foster community ownership of rural water infrastructure. Additionally, the platform is expected to create local livelihood opportunities and skill development pathways in the rural water, sanitation, and hygiene (WASH) sector, enhancing service reliability and contributing to self-sustaining systems.

Technological Advancements for Efficiency

The upgraded RPWSS module incorporates advanced technology, including real-time dashboards and predictive analytics for maintenance scheduling. This initiative forms a foundational layer of Digital Public Infrastructure (DPI) for rural water supply, enabling effective asset management and decision support systems. The meeting concluded with plans for training sessions and workshops to assist states and field functionaries in adopting the new digital framework. This effort aims to ensure that the RPWSS system evolves into a robust foundation for sustained service delivery under the Jal Jeevan Mission, ultimately improving the quality of life for rural communities across India.
