Department of Consumer Affairs, GoI Commemorates 150 Years of Metre Convention
The Department of Consumer Affairs in India celebrated World Metrology Day 2025, marking the 150th anniversary of the Metre Convention signed in Paris on May 20, 1875. During a virtual address, Union Minister Shri Pralhad Joshi emphasized the government’s commitment to enhancing Legal Metrology as a cornerstone of economic growth and consumer trust. He announced that India has become the 13th country authorized to issue OIML certificates, a move that boosts global confidence in Indian measurement systems and facilitates international trade.
Advancements in Legal Metrology
Shri Pralhad Joshi highlighted several key initiatives aimed at modernizing India’s Legal Metrology framework. One significant announcement was the introduction of the โOne Nation, One Timeโ initiative, which aims to provide Indian Standard Time (IST) with millisecond-level accuracy. This initiative is part of the broader Time Dissemination Project and will utilize five Regional Reference Standard Laboratories (RRSLs). Accurate timekeeping is essential for various sectors, including telecommunications, banking, and transportation, ensuring consistency across the nation.
Additionally, the government proposed mandatory use of 1 mg precision balances in the gold and jewelry sector. This measure aims to enhance accuracy in weighing precious metals, thereby protecting consumers and ensuring fairness in high-value transactions. These initiatives reflect the government’s dedication to strengthening consumer rights and market accountability.
Digital Transformation and Industry Engagement
In a move towards digital governance, the government launched the eMaap portal to streamline Legal Metrology processes. Currently integrating 18 states, this portal facilitates digital licensing, registration, and enforcement activities. The Union Minister stated that this digital transformation is expected to simplify compliance procedures, reduce bureaucratic hurdles, and enhance transparency in regulatory operations.
To further engage with the industry, a Weekly Facilitation Helpdesk has been established. This video-based helpdesk will operate every Tuesday from 4 to 5 PM, allowing businesses to raise queries and receive immediate assistance from officials. The initiative aims to create a more responsive regulatory environment, promoting ease of doing business and fostering better communication between the government and industry stakeholders.
Regulatory Developments and Consumer Protection
Union Minister of State Shri B. L. Verma addressed the importance of Legal Metrology in fostering a fair economy. He discussed recent achievements in simplifying processes and ensuring the accuracy of critical devices, such as gas meters and breath analyzers. He also announced new Legal Metrology Rules for Speed Guns and Gas Meters, which have been formally notified. These regulations are designed to standardize and ensure the accuracy of essential devices used in law enforcement and utilities.
Moreover, the Minister revealed a reform in the implementation timeline for regulatory changes. Future amendments to the Legal Metrology (Packaged Commodities) Rules will take effect on either January 1 or July 1, with a 180-day transition period for industry stakeholders to adapt. This approach aims to support smoother implementation of regulatory updates and enhance preparedness among businesses.
Commitment to Modernization and Heritage
Smt. Nidhi Khare, Secretary of the Department of Consumer Affairs, emphasized the steady growth of Legal Metrology in India. She highlighted the importance of hassle-free compliance and the need for regulations that are more industry-friendly. Her address reaffirmed India’s commitment to adopting modern technology to upgrade testing and measurement systems.
The celebration also honored India’s rich metrological heritage, tracing back to the Indus Valley Civilization and the regulated weight systems of the Mauryan Empire. The event underscored India’s future-ready approach, which includes blockchain-backed traceability and inclusive policy reforms. The theme for World Metrology Day 2025, “Measurements for all times, for all people,” was also unveiled, reflecting the government’s dedication to making metrology accessible and relevant for all citizens.
