Coal Ministry Prepares for Special Campaign 5.0

The Ministry of Coal is gearing up for its Special Campaign 5.0, aimed at promoting cleanliness and reducing backlog in government offices. Scheduled to run from October 2 to October 31, 2025, this initiative emphasizes workplace hygiene, sustainable practices, and the swift resolution of pending issues. Preparations have been underway since September 15, 2025, with a series of meetings held to ensure all involved parties are aligned with the campaign’s objectives.
Preparatory Phase and Objectives
The preparatory phase for Special Campaign 5.0 commenced on September 15, 2025, and will continue until September 30, 2025. During this period, the Ministry of Coal has conducted three key meetings with nodal and concerned officers to reinforce the campaign’s goals. These meetings, held on August 26, September 4, and September 19, focused on raising awareness about the importance of cleanliness and efficiency in government operations. The campaign aims to institutionalize cleanliness and tackle the backlog of pending matters in government offices, thereby enhancing overall operational efficiency.
The Ministry, in collaboration with its Central Public Sector Enterprises (CPSEs), is actively identifying locations for cleanliness drives. This includes the disposal of scrap and redundant items, addressing pending references and grievances, and improving record management. The initiative underscores the government’s commitment to transparency and effective waste management, ensuring that resources are utilized efficiently.
Inspection and Record Management
On September 18, 2025, officials from the Ministry conducted an inspection of the record room at Lok Nayak Bhavan. This inspection aimed to facilitate a comprehensive review and systematic categorization of files. The officials are working to identify outdated and redundant records for timely disposal, which will help free up valuable office space and improve accessibility. The initiative is designed to enhance productivity by allowing for better use of cleared areas, thereby contributing to a more organized work environment.
The Ministry’s efforts in record management are part of a broader strategy to streamline operations and improve governance efficiency. By focusing on the systematic organization of files, the Ministry aims to ensure that important documents are easily accessible, which is crucial for timely decision-making and effective service delivery.
Community Engagement and Activities
As part of Special Campaign 5.0, the Ministry of Coal and its CPSEs have initiated various community engagement activities. One notable event was organized by Coal India Limited (CIL), which conducted a Nukkad Natak (street play) in Kumartuli, Kolkata. This performance aimed to raise awareness about cleanliness and environmental consciousness, actively engaging the local community in discussions about their responsibilities towards maintaining a clean environment.
Additionally, the Northern Coalfields Limited (NCL) launched the Safai Mitra Suraksha Shivir Campaign to promote the health and safety of Safai Mitras, who play a crucial role in maintaining cleanliness. Creative initiatives, such as Rangoli-making and painting competitions for children, have also been organized in various areas, including Kusunda and Majri. These activities not only foster community involvement but also highlight the commitment to a cleaner India.
Progress and Future Goals
As of September 24, 2025, the Ministry of Coal has made significant strides in its targets for Special Campaign 5.0. A total of 1,165 sites have been identified for cleanliness initiatives, with plans to dispose of 7,091 metric tons of scrap. The Ministry aims to review 110,026 physical files and 28,211 electronic files as part of its record management efforts.
With the preparatory phase continuing until the end of September, these figures are expected to increase. The Ministry of Coal remains dedicated to achieving its goals of enhanced cleanliness, improved record management, and greater governance efficiency through Special Campaign 5.0. This initiative reflects the government’s ongoing commitment to fostering a cleaner and more efficient working environment in public offices.
