CEA Anticipates March Signing for India-US Trade Deal: Key Insights

Chief Economic Adviser V Anantha Nageswaran has described the India-US trade deal as “elusive” yet close to finalization, expressing optimism that it could be sealed by March. In a recent interview, he acknowledged that while most issues have been resolved, the timeline remains uncertain. A US trade negotiating team is currently in India to address the remaining gaps, aiming to alleviate the impact of hefty tariffs imposed by Washington. The negotiations have faced delays, attributed to both economic factors and geopolitical considerations.
Progress in Negotiations
The ongoing trade negotiations between India and the United States have been marked by significant developments. Nageswaran noted that while he initially hoped for a resolution by the end of November, the complexities of the discussions have made it challenging to establish a definitive timeline. He emphasized that the negotiations are not solely about trade but are also influenced by broader geopolitical dynamics. Currently, a US trade team is in India to work on bridging the remaining gaps in the discussions, which have been ongoing for several months. The primary focus is on a tariff-focused pact that aims to provide relief from the punitive 50% tariffs imposed by the US.
Despite the delays, Nageswaran remains hopeful that an agreement could be reached by the end of the financial year. He stated that most issues have been resolved, and it would be surprising if the deal is not finalized soon. The negotiations have been extensive, with multiple rounds of discussions aimed at addressing the concerns of both nations.
Economic Outlook Amid Trade Uncertainty
In light of the trade-related uncertainties, Nageswaran provided an optimistic assessment of India’s economic performance. He remarked that the domestic economy is performing well, exceeding earlier projections. The Chief Economic Adviser indicated that the economy has shown resilience and adaptability, which could continue into the next fiscal year. He also addressed concerns regarding the weakening Indian rupee, suggesting that it is not a significant issue at present. Instead, a weaker currency could benefit the export sector, especially given the current global uncertainties.
Nageswaran’s comments reflect a broader confidence in India’s economic trajectory, despite the challenges posed by international trade dynamics. He believes that the economy’s recent performance could serve as a positive indicator for future growth, potentially leading to even better outcomes in the coming years.
US Trade Representative’s Insights
During a Senate Appropriations Subcommittee hearing, US Trade Representative Jamieson Greer highlighted the progress made in negotiations with India. He described the offers received from India as the “best ever,” indicating a willingness from the Indian side to engage constructively in the discussions. Greer acknowledged that while there have been challenges, particularly regarding certain US agricultural products, the overall tone of the negotiations has been positive.
The US has expressed concerns over India’s resistance to specific agricultural imports, including corn, soybeans, wheat, and cotton. Despite these hurdles, Greer noted that the Indian proposals have been more favorable than in previous negotiations, suggesting a potential breakthrough in the discussions. The US negotiating team, led by Deputy Trade Representative Rick Switzer, continues to engage with Indian officials to finalize the details of the agreement.
Future of India-US Trade Relations
The India-US trade relationship is poised for significant growth, with both nations aiming to double bilateral trade to $500 billion by 2030. Currently, the US is India’s largest trading partner, with bilateral trade reaching $131.84 billion in the 2024-25 fiscal year. However, recent data indicates a decline in India’s exports to the US, which fell by 8.58% in October. This decline follows the imposition of a 25% duty by the US, citing trade deficits.
Despite these challenges, Indian officials remain committed to advancing the trade discussions. Commerce and Industry Minister Piyush Goyal recently stated that talks are progressing, with both nations working towards a bilateral trade agreement. The negotiations encompass two parallel discussions: one focusing on tariffs and the other on a broader trade framework. As the talks continue, both countries are hopeful that a comprehensive agreement will be reached, benefiting their respective economies and enhancing bilateral trade relations.
