CBDT Meets Targets for Special Campaign 5.0

The Central Board of Direct Taxes (CBDT) has made remarkable strides in its Special Campaign 5.0, aimed at promoting cleanliness and addressing pending matters within the Income Tax Department. This initiative, which aligns with the Swachh Bharat Abhiyan, was executed in two phases from September 15 to October 31, 2025. The campaign not only focused on improving office cleanliness but also emphasized efficient record management and the resolution of public grievances, showcasing the CBDT’s commitment to transparency and sustainability.
Phases of the Campaign
The Special Campaign 5.0 unfolded in two distinct phases: the Preparatory Phase from September 15 to 30, 2025, and the Implementation Phase from October 2 to 31, 2025. During the Preparatory Phase, regional offices identified sites for the campaign, compiled inventories of scrap and e-waste, and evaluated records for digitization or disposal. This phase also included a review of pending public grievances and grievance appeals. The Implementation Phase saw extensive participation from officers and staff across India, resulting in large-scale cleanliness drives, systematic disposal of outdated records, and the introduction of eco-friendly practices. The campaign’s comprehensive approach aimed to institutionalize cleanliness and enhance operational efficiency within the department.
Achievements and Impact
The campaign yielded impressive results, with the Income Tax Department conducting 1,521 cleanliness campaigns, far exceeding the target of 947, achieving a remarkable 160% success rate. Through systematic weeding and disposal efforts, the CBDT reclaimed 1.67 lakh square feet of office space and generated ₹32.0 lakh in revenue from the sale of scrap and obsolete materials. In terms of records management, approximately 2.30 lakh physical files were eliminated, and over 10,000 e-files were closed. On the citizen-centric front, the CBDT resolved 21,251 public grievances, surpassing the target of 20,954, and addressed 831 public grievance appeals. These accomplishments reflect the CBDT’s dedication to enhancing efficiency, transparency, and sustainable office management.
Innovative Initiatives and Public Engagement
To raise public awareness about the campaign, the CBDT utilized social media extensively, sharing over 600 tweets and posts that highlighted campaign milestones and local initiatives. Various regions implemented unique and innovative practices during the campaign. For instance, the Income Tax Office in Hyderabad introduced a QR code-based File Inventory Mobile App, enhancing record management efficiency. In Kolkata, a waste-filled area was transformed into a modern conference hall named “Indraprastha,” showcasing the department’s commitment to cleanliness and resource optimization. Additionally, a fitness studio was inaugurated at the Income Tax Residential Complex in Kochi, promoting health and well-being among employees and their families.
Community Involvement and Sustainability Efforts
The campaign also emphasized community involvement, exemplified by a Swachhata Awareness Walkathon organized by the Income Tax office in Vijayawada, which attracted over 200 participants, including students and staff. Furthermore, the CBDT introduced a mascot named ‘Madhukar,’ crafted from waste materials, symbolizing innovation and environmental consciousness. Other sustainability initiatives included the repurposing of discarded materials into decorative pot stands in Delhi and the establishment of a green belt initiative in New Delhi, which involved planting 700 saplings of native species. These efforts underline the CBDT’s commitment to integrating cleanliness with environmental responsibility, reinforcing its dedication to the Swachh Bharat Abhiyan.
